عوامل تحقق هدف دریایی توسعه پایدار از منظر دانشگاه‌های نسل سوم

در سال‌های اخیر یکی از مسائل اصلی در جمهوری اسلامی ایران استفاده از دریا و اقیانوس است. استفاده از اقیانوس‌ها، دریاها و منابع دریایی که به عنوان چهاردهمین هدف توسعه پایدار است، بیشتر مبتنی بر علم و فناوری است و باید نقش ساختارهای علم و فناوری کشور برای تحقق آنها مشخص گردد و ساماندهی مناسبی از این ساختارها به منظور نیل بومی به اهداف به خوبی صورت گیرد. یکی از ساختارهای علم و فناوری در ایران، نسل سوم دانشگاه‌ها است. در این مقاله ما به عوامل تعیین کننده نقش این موسسات در دستیابی به هدف دریای توسعه پایدار خواهیم پرداخت. روش مورد استفاده در این تحقیق در مرحله اول تحلیلی - پیمایشی و در مرحله دوم متکی بر روش تصمیم‌گیری تحلیل شبکه‌ای است. پس از استخراج شاخص‌های اولیه برای تایید اعتبار، پرسشنامه دلفی توسعه می‌یابد. در این مقاله، مشخص شد که عوامل در دو بعد فرهنگی علمی و ساختار اجرایی بر نقش دانشگاه‌ها تاثیر می‌گذارند. اجزای این دو عامل به صورت کلی و رتبه‌بندی شده نیز احصاء گردیده است.

Factors to Realize the Marine Purpose of Sustainable Development from the perspective of Third Generation Universities

In recent years, one of the main issues in the Islamic Republic of Iran is the use of sea and ocean. The use of oceans, seas and marine resources, which is the 14th goal of sustainable development, is more based on science and technology, and the role of the country’s science and technology structures in their realization needs to be determined and the proper organization of these structures in order to achieve the goals of the Nation Well done. One of the structures of science and technology in Iran is the third generation of universities. In this article, we will look at the determinants of the role of these institutions in achieving the goal of sustainable development. The method used in this research is in the first stage of the analyticalsurvey and in the second stage it relies on the network analysis decision making method. Delphi questionnaire is developed after extracting the initial indexes for validation. In this paper, it was discovered that factors affect the role of universities in two culturalscientific and executive structures. The components of these two factors are generally ranked and ranked.
