ضرورت آموزش حقوق مخاصمات مسلحانه (دریایی) در نیروی‌های مسلح با تاکیدی بر کارکنان نیروی دریایی راهبردی ارتش جمهوری اسلامی ایران

آموزش حرفه‌ای حقوق مخاصمات مسلحانه دریایی به نیروهای دریایی در زمان صلح، پیش‌شرط اساسی رفتار صحیح در زمان مخاصمه مسلحانه و ابزاری برای ترمیم آلام قربانیان، نجات انسانیت و اجرای یک جنگ قانونمند می‌باشد. آموزش حقوق مخاصمه مسلحانه دریایی به نیروهای دریایی به عنوان ﯾﮑﯽ از اﻫﺪاف ﭘﺎﯾﻪای است که نه تنها موجبات ترویج و تقویت حقوق مخاصمه را فراهم میآورد بلکه منجر به ﺗﻀﻤﯿﻦ اﻣﻨﯿﺖ و حفظ تمامیت ارضی جمهوری اسلامی ایران در ﭘﺮﺗﻮ اﺣﺘﺮام ﺑﻪ قواعد ﺣﻘﻮق مخاصمه مسلحانه بین‌المللی می‌شود. ﻫﺪف اﺻﻠﯽ اﯾﻦ ﭘﮋوﻫﺶ تبیین ضرورت آموزش قواعد حقوق مخاصمات مسلحانه دریایی در پرتو اسناد بین المللی و داخلی به نیروهای مسلح و به‌ویژه به نیروی دریایی راهبردی ارتش جمهوری اسلامی ایران می‌باشد. لذا نگارنده در این مقاله ضرورت آموزش قواعد حقوق مخاصمات مسلحانه دریایی در نیروی دریایی راهبردی ارتش جمهوری اسلامی ایران، به منظور آشنایی کارکنان نیروی دریایی با قواعد حقوق مخاصمات مسلحانه را تبیین نموده، و با ارائه راهکارها و پیشنهاداتی، زمینه ترویج و توسعه این قواعد را در سطح نیروهای مسلح و نیروی دریایی را فراهم آورد. در این راستا این تحقیق از نوع کاربردی توسعه‌ای بوده و روش تحقیقی پژوهش حاضر روش تحلیلی – توصیفی است. و روش جمع‌آوری اطلاعات روش کتابخانه‌ای – اسنادی می‌باشد.

The Necessity of Training the Naval Armed conflict Laws in the Armed Forces with Emphasis on Strategic Naval Staff of the Islamic Republic of Iran Army

Professional training of Naval Armed conflicts Laws to naval force in peacetime is a basic precondition for proper conduct in armed conflict and a means of repairing victims’ lives, rescuing humanity and conducting a legitimate war. Training Naval Armed Conflict Laws to the Navy as one of the fundamental goals that not only promotes and reinforces the rights of the armed forces but also contributes to the security and protection of the territorial integrity of the Islamic Republic of Iran in the light of the respect to rouls of international armed conflicts laws. The purpose of this article is to explain the necessity of training the rules of Naval Armed conflict Laws in the light of international and domestic documents to the armed forces, and in particular to the strategic navy of the Islamic Republic of Iran Army. Therefore, the author of this article explains the necessity of training the rules of Naval Armed conflicts Laws in the strategic navy of the Islamic Republic of Iran Army in order to familiarize the Navy personnel with the rules of armed conflicts laws, and to provide guidelines and suggestions for promoting and developing these rules, at the level of the Armed Forces and the Navy. In this regard, this research is applieddevelopmental and the present research method is analyticaldescriptive. And the method of data collection is librarydocumentary method.
