طراحی و اعتبار یابی الگوی حکمرانی تربیتی خوب در نظام آموزشی

هدف تحقیق طراحی و اعتبار یابی الگوی حکمرانی تربیتی خوب در نظام آموزشی می باشد. جهت دستیابی به هدف تحقیق از روش آمیخته متوالی استفاده شد که شامل دو بخش کیفی و کمی است. در بخش کیفی پژوهش، روش داده بنیاد استفاده شده است. اطلاعات و داده های لازم از صاحبنظران و مدیران ستادی آموزش و پرورش کشور ایران جمع آوری گردیده و سپس با استفاده از روش داده بنیاد مورد تجزیه و تحلیل قرار گرفته است. براساس یافته های روش داده بنیاد «حکمرانی تربیتی خوب»به عنوان مقوله محوری بر مبنای شرایط علی «مدیریت مشارکتی و برنامه ریزی غیرمتمرکز» و از طریق راهبردهای «سیاستهای محیط کلان و برقراری عدالت در آموزش و منابع» با در نظر گرفتن تقویت زیرساختهای فرهنگی و اجتماعی و سرمایه گذاری آموزشی محقق می شود و منجر به تحقق پیامدهای اثربخش بودن نظام آموزشی، رشد و توسعه آموزشی و ارتقای رتبه در مجامع بین المللی می گردد. همچنین نتایج اعتباریابی نشان داد که اثر مستقیم مدیریت مشارکتی و برنامه ریزی غیرمتمرکزبر پاسخگویی صریح در سطح مثبت و معنادار است. همچنین اثر مستقیم پاسخگویی صریح، ایجاد اعتماد و وفاق اجتماعی، حکمرانی مبتنی بر قانون، زیرساختهای فرهنگی و اجتماعی، سرمایه گذاری آموزشی، عدم اعتقاد به تفویض اختیار و عوامل سیاسی بر سیاستهای محیط کلان در سطح معنادار است. همچنین اثر مستقیم پاسخگویی صریح، ایجاد اعتماد و وفاق اجتماعی ، حکمرانی مبتنی بر قانون، زیرساختهای فرهنگی و اجتماعی، سرمایه گذاری آموزشی، عدم اعتقاد به تفویض اختیارو عوامل سیاسی بر برقراری عدالت در آموزش و منابع در سطح معنادار است.

Designing and validating a good educational governance model in the educational system

The purpose of this research is to design and validate a good educational governance model in the educational system. To achieve the purpose of the research, a sequential mixed method was used, consisting of both qualitative and quantitative parts. In the qualitative part of the research, the data base method is used. Necessary data and information were collected from Iranian education authorities and managers and then analyzed using the data base method. Based on the findings of base method the Good Educational Governance as a central issue under the causal conditions of participatory management and decentralized planning and through Macroeconomic Policies and Justice in Education and Resources strategies with a view to strengthening the infrastructure Cultural, social and educational investment (as a model background) is realized and leads to the realization of the consequences of the effectiveness of the educational system, the growth and development of education and the promotion of international standing. The model validation results also showed that the direct effect of participatory management and decentralized planning on explicit accountability is positive and significant. There is also a significant direct effect of explicit accountability, social trust and confidence building, rule of law, cultural and social infrastructure, educational investment, disbelief in delegation and political factors on macroeconomic policies. There is also a direct effect of explicit accountability, social trust, rule of law, cultural and social infrastructure, educational investment, disbelief in delegation, and political factors on equity in education and resources at a significant level.
