بررسی جایگاه سرمایه‌ اجتماعی در قوانین برنامۀ توسعۀ اول تا ششم جمهوری اسلامی ایران

شواهد بسیاری وجود دارد که نشان می‌دهد سرمایۀ اجتماعی به موفقیت برنامه‌های توسعه منجر می‌شود. در این مقاله تلاش می‌شود جایگاه سرمایۀ اجتماعی در برنامه‌های توسعه بررسی شود و برای ارتقای این جایگاه در قانون‌های توسعۀ آینده پیشنهادهایی ارائه شود. سوال اصلی این است که در برنامه‌های توسعه چگونه به سرمایۀ اجتماعی پرداخته شده بود؟ برای بررسی این موضوع از روش تحلیل مضمونی استفاده می‌شود. در سه برنامۀ نخست توسعه، رویکرد اقتصادی غالب بود و حتی نامی از سرمایۀ اجتماعی در این برنامه‌ها نیست. از برنامۀ چهارم به بعد سرمایۀ اجتماعی به برنامه‌های توسعه راه یافت. با این حال، اغلب، مولفه‌های ساختاری و شناختی و ارتباطی در تعادل نبودند و معمولاً فقط جنبه‌هایی از سرمایۀ اجتماعی برجسته می‌شد. پیشنهاد می‌شود نظم و تعادل بخشیدن به مولفه‌های سرمایۀ اجتماعی در قوانین برنامۀ توسعۀ آینده مورد توجه سیاست‌گذاران قرار گیرد. در این زمینه طراحی بسته‌ سیاستی برای ارتقای سرمایۀ اجتماعی، که در آن همۀ مولفه‌های سرمایۀ اجتماعی در کنار هم دیده شود، می‌تواند راهگشا باشد.

examining the position of social capital in the laws of the first to sixth development plans of the islamic republic of iran

a lot of evidence shows that social capital leads to the success of development plans. in this article, an attempt is made to examine the position of social capital in development plans and to make suggestions to improve this position in future development plan laws. the main question is, how was social capital addressed in the development plans? the thematic analysis method is used to investigate this issue. in the first three development plans, an economic approach was dominant, and there is not even a mention of social capital in these texts. from the fourth plan onwards, social capital entered the development plans. however, often, structural, cognitive, and relational components were not balanced, and usually, one aspect of social capital was highlighted. therefore, it suggested that giving order and balance to the components of social capital in the laws of the future development plan should be considered by the policymakers. in this context, designing a policy package to promote social capital in which all components of social capital are seen together can be a way forward.
