طراحی مدل سرمایۀ اجتماعی در سازمان‌های دولتی (همسو با سند چشم‌انداز و سیاست‌های اقتصاد‏‏‏‏‏‏‏‏ مقاومتی)

هدف کلی این پژوهش طراحی مدل‏سرمایه اجتماعی هم‌سو با سند چشم ‏انداز و سیاست‏های‏ کلی اقتصاد مقاومتی برای بهره‏مندی سازمان‌های دولتی‏ایران، با مطالعه موردی وزارت راه‏ و‏‏‏‏‏‏‏‏شهرسازی، بود. در این تحقیق با استفاده از روش‏های آمیخته (کیفی ‌- کمّی) سعی شد ابعاد مختلف مدل یادشده شناسایی شود. جامعه آماری در بخش کیفی شامل مشاوران و مدیران‏ارشد وزارت راه‌و‏‏‏‏‏‏‏شهرسازی آشنا به پیشینه موضوع بودند که 14 نفر از آن‌ها با رویکرد گلوله برفی و رسیدن به اشباع نظری انتخاب شدند. در فاز کیفی پژوهش، برای گردآوری داده‌ها، از بررسی کتابخانه‌ای و مصاحبه‌ نیمه‌ساختاریافته و برای تحلیل داده‌ها از روش تحلیل‏تم استفاده شد. در بخش کمّی، جامعه آماری 360 تن از کارمندان رسمی وزارت راه و‏‏‏‏‏‏‏شهرسازی بودند که نمونه به روش تصادفی و با استفاده از فرمول کوکران 186 نفر محاسبه و پرسشنامه مستخرج از بخش کیفی بین آن‌ها توزیع شد. برای تحلیل داده‌ها از معادلات ساختاری و نرم‏افزار pls استفاده شد که طی آن مدل کلی در دو حالت مقادیر استاندارد بتا و ضرایب معناداری آورده شد و سپس شاخص‏های روایی همگرا، پایایی ترکیبی، آلفای کرونباخ، و برازش مدل موردبررسی و تایید قرار گرفت. درنهایت 8 بعد، 20مولفه و 69شاخص برای مدل پیشنهادی استخراج شد. علاوه بر سه بعد رابطه‌ای و ساختاری و شناختی، که در اغلب الگوهای سرمایه اجتماعی وجود دارند، ابعاد سیاسی، دینی، نهادی و فرهنگی نیز در بعضی از پژوهش‌ها بررسی شد. اما راهبردهای اقتصادی تاکنون در هیچ‌یک از مدل‌های ارائه‌شده بررسی نشده بود و نوآوری پژوهش به‌حساب می‌آید.

designing the social capital model in public organizations in line with the twenty-year vision document and the resistance economy policies

the main purpose of this study was designing a social capital model in agreement with the twentyyear vision document and the resistance economy general policies to be used by the public organizations of iran through a case study on the iran ministry of roads & urban development. using mixedmethods approach, this study tried to identify the various dimensions of the foregoing model. the statistical population included the advisors and top managers of the iran ministry of roads & urban development who were familiar with this topic. from among these, 14 individuals were selected through snowball sampling up to the point of theoretical saturation. in the qualitative phase of the study, library research and semistructured interviews were used to collect data, while thematic analysis was used to analyze the collected data. in the quantitative phase, the statistical population was comprised of 360 fulltime employees of the iran ministry of roads & urban development. using cochran’ formula, the optimal sample size was determined to be 186 participants. after randomly selecting the participants, the questionnaire derived from the qualitative phase was distributed among them. to analyze the data, the structural equations and pls software were used. as for the results, the general model was presented in the two modes of standardized beta coefficient and significance values. then, the convergent validity, composite reliability, cronbach’s alpha, and model fit indices of the model were examined and confirmed. ultimately, 8 dimensions, 20 components, and 69 indices were extracted for the suggested model. in addition to the relational, structural, and cognitive dimensions that exist in most social capital models, the political, religious, institutional, and cultural dimensions have also been investigated in some studies. however, the economic strategies have not been examined in any previous models, so it is regarded the innovation of this study.
