سیاست‌های جلوگیری از ادغام اجتماعی مهاجرین افغانستانی در جامعۀ ایرانی

اهداف: پژوهش حاضر به بررسی سیاست‌های مهاجرتی جمهوری اسلامی ایران و تاثیر آن‌ها بر فرآیند ادغام اجتماعی مهاجرین افغانستانی در جامعۀ ایرانی می‌پردازد. هدف اصلی تحقیق، شناسایی سیاست‌هایی است که دولت ایران از طریق آن‌ها از ادغام اجتماعی این مهاجرین جلوگیری کرده است. روش مطالعه: این پژوهش از نوع کیفی است و با روش تحقیقی رویکرد نهادی، سیاست‌های مهاجرتی ایران را از طریق تحلیل منابع کتاب‌خانه‌ای و با بهره‌گیری از ترکیب نظریه‌های «سیاست‌های مهاجرتی» و «ادغام اجتماعی گوردون» مورد بررسی قرار می‌دهد. یافته‌ها: مهاجرت افغانستانی‌ها به ایران و حضور مداوم آن‌ها در طی پنج دهۀ گذشته، با مسائل مختلفی در حوزۀ اجتماعی فرهنگی روبه‌رو بوده است. ادغام اجتماعی به‌عنوان فرآیندی که در آن مهاجرین با پذیرش ارزش‌ها، زبان و ساختارهای جامعۀ میزبان، به عضوی فعال از این جامعه تبدیل می‌شوند، یکی از مسائل اساسی در سیاست‌های مهاجرتی محسوب می‌شود. با‌این‌حال، با وجود اشتراکات فرهنگی و تاریخی میان ایران و افغانستان، فرآیند ادغام اجتماعی مهاجرین افغانستانی در جامعۀ ایرانی تحقق نیافته است. بررسی سیاست‌های جمهوری اسلامی ایران، به‌ویژه پس از دهۀ هفتاد شمسی، نشان می‌دهد که دولت ایران نه‌تنها تمایلی به ادغام اجتماعی این مهاجرین نداشته، بلکه سیاست‌های اتخاذشده عمدتاً با رویکردی امنیتی طراحی و اجرا شده‌اند. این سیاست‌ها به‌صورت نظام‌مند از ادغام اجتماعی جلوگیری کرده و منجر به طرد اجتماعی مهاجرین افغانستانی شده‌اند. نتیجه‌گیری: یافته‌های پژوهش نشان می‌دهد که محدودیت‌های ناشی از سیاست‌های مهاجرتی ایران، نه‌تنها مانع از مشارکت فعال و ادغام مهاجرین افغانستانی در جامعۀ ایرانی شده، بلکه پیامدهای منفی امنیتی و اجتماعی  نیز به همراه داشته است. ازاین‌رو، بازنگری در این سیاست‌ها و توجه به ابعاد اجتماعی و انسانی مهاجرت می‌تواند در بهبود وضعیت مهاجرین و کاهش تبعات منفی این رویکرد موثر باشد.

policies preventing the social integration of afghan immigrants into iranian society

objectives: this study examines the immigration policies of the islamic republic of iran and their impact on the social integration process of afghan migrants within iranian society. the primary objective of this research is to identify the mechanisms and policies through which the iranian government has systematically hindered the social integration of afghan migrants. methods: this qualitative research adopts an institutional approach to analyze iran’s immigration policies. utilizing library based sources, the study integrates theories of immigration policy and gordon’s social integration to provide a comprehensive examination of the subject. findings: the migration of afghans to iran and their continuous presence over the past five decades have raised numerous socio cultural challenges. social integration, defined as the process through which migrants assimilate into the host society by adopting its values, language, and institutional structures, remains a fundamental issue in immigration policy. however, despite significant cultural and historical commonalities between iran and afghanistan, the social integration of afghan migrants into iranian society has not been realized. a review of the islamic republic of iran’s immigration policies, particularly since the 1990s, indicates that the iranian state has not only lacked the political will to facilitate integration but has also implemented policies predominantly driven by security oriented considerations. these policies have systematically obstructed social integration and resulted in the social exclusion of afghan migrants. conclusion: the findings of this study reveal that the restrictive nature of iran’s immigration policies has not only impeded the active participation and integration of afghan migrants within iranian society but has also generated negative security and social repercussions. accordingly, revisiting these policies and incorporating social and humanitarian dimensions into the immigration framework could contribute to improving the conditions of afghan migrants while mitigating the adverse consequences of the current approach.
