ناپایداری پایدار؛ روایتی زنانه از موج‌های مهاجرتی در شهر یزد

اهداف: کشور ایران در چند دهۀ اخیر مهاجرت‌های داخلی گسترده‌ای را تجربه ‌کرده و این روند مهاجرتی در بعد بین استانی همچنان در حال افزایش است. این مهاجرت‌ها با چالش‌های وسیعی در مناطق کشور همراه بوده است. از این ‌رو پژوهش حاضر به دنبال روایتی زنانه از موج‌های مهاجرتی است. موج‌هایی‌که به‌واسطۀ ناپایداری دوسویه در مناطق مهاجرفرست و مهاجرپذیر شکل می‌گیرند. روش مطالعه: روش پژوهش حاضر، کیفی و از رویکرد نظریۀ زمینه‌ای استفاده شده است. مشارکت‌کنندگان، 21 نفر از زنان مهاجر به شهر یزد از استان‌های مختلف کشور بوده‌اند که به صورت هدفمند و به شیوۀ نمونه‌گیری نظری انتخاب شده‌اند. ابزار گردآوری داده‌ها مصاحبۀ نیمه‌ساختاریافته و تحلیل داده‌ها به شیوۀ کدکذاری باز، محوری و گزینشی انجام‌ گرفته است. یافته‌ها: یافته‌های پژوهش حاضر از وجود ناپایداری پایدار در چرخۀ مهاجرت داخلی کشور خبر می‌دهد. بسترهای مهاجرفرست بر اثر ناکارآمدی سیاست‌های منطقه‌ای با ناپایداری گسترده روبه‌رو بوده که زمینه‌ساز مهاجرت‌های وسیع گروهی از این مناطق شده است. از سوی ‌دیگر ناکارآمدی سیاست‌ها در مناطق مهاجرپذیر در جذب درست و متناسب جمعیت مهاجر سبب برهم‌خوردن تعادل بین جمعیت و منابع شده و بسترهای این مناطق نیز با ناپایداری‌های شدید در ابعاد گوناگون مواجه کرده است. نتیجه‌گیری: عدم توجه به ناپایداری برخاسته از مهاجرت‌های کنترل‌نشده و فقدان مداخلۀ به‌هنگام و مناسب دولت سبب شگل‌گیری موج جدید مهاجرت از مناطق مهاجرپذیر می‌شود و این مناطق را به بسترهای جدید مهاجرفرست تبدیل می‌کند که در این مسیر اولویت با افراد با سرمایه‌های انسانی و اقتصادی بیشتر جهت حرکت به سوی کلان‌شهرهای توسعه‌یافته‌تر است. از این‌ رو این مسیر نیازمند رصد دقیق‌تر و مدیریت و سیاست‌گذاری کارآمدتر است.

persistent instability: a woman’s narrative of migration waves in the city of yazd

objectives: iran has experienced extensive internal migrations in the last few decades, and this migration trend continues to increase in the inter-provincial dimension. these migrations have been associated with vast challenges in the country’s regions. therefore, the current research seeks a female narrative of migration waves, which are formed due to the two-way instability in the immigrant-sending and immigrant-receiving regions. methods: this research followed the qualitative method and used the grounded theory approach. the participants were 21 women who immigrated to yazd city from different provinces. they were selected purposefully and by theoretical sampling. the data collection tool was a semi-structured interview. data analysis was done by open, central, and selective coding methods. results: the findings of the present research indicate the existence of stable instability in the internal migration cycle of the country. as a result of the inefficiency of the regional policies, the immigrant-sending regions have faced widespread instability, which has become the basis for large group migrations from these regions. on the other hand, the ineffectiveness of the policies in the immigrant-receiving regions in properly and proportionally absorbing the immigrant population has caused the balance between population and resources to be disturbed, and the foundations of these areas have also faced severe instabilities in various dimensions. conclusion: the continuation of this process, without timely and appropriate government intervention, will cause a new wave of migration from these areas, in which priority is given to people with more human and economic capital to move to more developed metropolises. therefore, this path requires more accurate monitoring and efficient management and policymaking
