نقش‌آفرینان سیاست‌گذاری بین‌المللی شدن آموزش عالی در نظام علم و فن‌‌آوری ایران (کارکردها، نهادها)

هدف: پژوهش حاضر با هدف طراحی مدل و نقشه‌‌ی راه آموزش عالی با رویکرد بین‌المللی شدن و اعتبارسنجی آن انجام شده است. روش مطالعه: پژوهش کیفی از نوع داده‌‌بنیاد کلاسیک است. مشارکت‌کنندگان شامل 20 نفر از صاحب‌نظران و استادان و پژوهشگران حوزه‌‌ی آموزش عالی می‌باشند که به روش هدفمند نمونه‌گیری و سپس به‌صورت نیمهساختاریافته مصاحبه شده‌اند. داده‌ها به کمک نرم‌افزار maxqdav2020 کدگذاری شده و برای اعتباریابی الگوی پژوهش از شاخص‌های مقبولیت اشتراوس و کوربین، تکنیک بازدید توسط اعضا و رویکرد خودبازبینی توسط محقق استفاده شده است. یافته‌ها: براساس یافته‌ها مهم‌ترین نهادهای تاثیرگذار بر بین‌المللی‌سازی آموزش عالی 5 دسته، یعنی نهادهای سیاست‌گذار کلان، نهادهای واسطه‌‌ی پیاده‌سازی سیاست‌ها، نهادهای اجرایی، نهادهای سیاست‌گذار اجرایی و نهادهای سیاست‌گذار برنامه‌ای می‌باشند. همچنین، مهم‌ترین کارکردها این نهادها در جهت بین‌المللی‌سازی آموزش عالی شامل کارکردهای سیاست‌گذاری، تنظیم‌گری، تسهیل‌گری و ارائه‌‌ی خدمات می‌باشد. نتیجه‌گیری: بنابر نتایج بیان می‌شود که جهت حرکت به‌‌سمت بین‌المللی شدن علاوه‌‌بر ساختار درون دانشگاه‌ها و آموزش عالی نهادها، کل محیط خارج از دانشگاه نیز در این امر دخیل هستند؛ چراکه نتایج آن به خارج از دانشگاه نیز برخواهد گشت؛ بنابراین زمانی قادر خواهیم بود در مسیر بین‌المللی شدن حرکت کنیم که علاوه‌‌بر نهاد دانشگاه کل کشور و نظام در حرکت به‌‌سمت بین‌المللی شدن دارای عزم و اراده‌‌ی جدی، سیاست، برنامه، سند، قانون و چشم‌انداز باشد و نقش، کارکرد و ارتباط تک‌‌تک این نهادهای کشور باید مشخص گردد تا بتوان در این مسیر گام درست برداشت.

role makers of internationalization of higher education in iran’s science and technology system (functions and institutions)

objective: the current research was carried out with the aim of designing a higher education model using the approaches of internationalization and validation. research method: the participants of this study included 20 experts, professors and researchers in the field of higher education, who were selected through purposeful sampling and then interviewed in a semistructured way. the data was coded with the help of maxqdav2020 software, and to validate the research model, strauss and corbin’s acceptability indicators were used. members’ observation and researchers’ selfreview were used as the research tool. findings: according to the findings, the most important institutions influencing the internationalization of higher education included macro policymaking institutions, intermediary institutions for policy implementation, executive institutions, executive policymaking institutions, and programmatic policymaking institutions. also, the most important functions of these institutions in the internationalization of the higher education were the functions of policy making, regulation, facilitation and service provision. conclusion: according to the results, in addition to the structure within the universities and higher education, the institutions and the entire environment outside the university were also involved in the direction of internationalization. therefore, internationalization will occur when the institution of the university along with the whole country and the system move towards internationalization with serious determination and will, policy, program, document, law and vision. moreover, the role, function, and relationship of each of these institutions should be determined so that the right step can be taken in this direction
