نقش آموزه ها و نهاد های دینی در مدیریت جامع آبخیزها و ارائه راهکارها

به منظورتحقق امنیت در حوزه های آب و غذا و برون رفت از چالش‌های موجود و پیش روی در زمینه حفاظت محیط زیست، امروزه اندیشمندان رویکرد مدیریت جامع آبخیزهارا اثربخش و سودمند پیشنهاد می‌نمایند. ادراک واقعی و درست از مدیریت جامع آبخیزها مستلزم داشتن یک نگاه سیستمی بوده و در گرو شناخت و دخالت دادن تمامی ذینفعان در فرایند تصمیم گیری‌ها می باشد.این امر، به نوبه خود موجب جلب مشارکت مردمی در اجرای سیاست‌ها، راهبردها و برنامه های مدیریت منابع طبیعی می شود.این مقاله بر نقش فرهنگ و آموزه‌های دینی در تحقق مدیریت جامع و مشارکتی آبخیزها و ارتباط این آموزه‌ها با موفقیت طرح‌های مدیریت منابع طبیعی و محیط زیست تاکید دارد و در آن سعی شده است با آسیب شناسی فاصله موجود بین آموزه‌های دینی در مفاهیم نظری تا اجرایی شدن برنامه‌ها، به منظور تحقق عملی این آموزه‌ها راه حل‌هایی ارائه شود. نتایج نشان می‌دهد که ظرفیت بالایی برای جلب مشارکتجوامع محلی با تکیه بر آموزه‌ها و نهادهای فرهنگی و دینی وجود دارد که بایستی به طور جدی مورد توجه سیاست‌گذاران و برنامه‌ریزان در حوزه مدیریت منابع طبیعی ومحیط زیست ایران قرار گیرد.

The role of religious teachings and institutions in achieving the integrated watershed management and approaches forward

To achieve water and food security, and to overcome the existing and future challenges in environmental protection, scientists propose the integrated watershed management approach as an effective and useful one. A real understanding of integrated watershed management depends on applying a systemic view as well as recognizing and involving all stakeholders in decision making process. This, in turn, promotes public participation in implementing policies, strategies, and programs for natural resource management. The emphasis of this paper is on the role of culture and religious teachings on integrated watershed management and their impacts on the success of natural resource and environmental management programs. The authors of the paper attempted to scrutinize the problem and identify the gaps between these teachings in theory and the real world in order to provide solutions for realizing these teachings. The analysis shows that there is a great capacity to promote the participation of local communities with the emphasis on culture and religious teachings which should be fully considered by policy makers and planners for natural resource and environmental management of Iran.
