بررسی و نقد سند الگوی پایه‌ی اسلامی ایرانی پیشرفت (به عنوان سند بالادستی نظام حقوقی جمهوری اسلامی ایران)

با عنایت به تدبیر مقام معظم رهبری مبنی بر قرار دادن سند الگوی پایه‌ی اسلامی ایرانی پیشرفت به عنوان سند بالادستی سیاست‌های کلی و قوانین برنامه ای کشور به شرط ارتقاء و تکمیل و حصول اطمینان از کفایت آن در جایگاه یادشده، این پرسش مطرح می گردد که آیا سند موجود به لحاظ شکلی و محتوایی در این جایگاه خطیر که آن را در سلسله مراتب حقوقی پس از قانون اساسی قرار می دهد قرار دارد یا نیازمند اصلاح و ارتقاء است؟ این مقاله با این فرضیه که جایگاه سند در نظام حقوقی در محتوا و نحوه نگارش آن تاثیر مستقیم دارد، با روش تحلیل انتقادی محتوای سند و مقایسه آن با اسناد یاد شده، مدعی است که سند الگو به دلیل وجود آسیب ها و نقاط خلا جدی در بخش های مختلف آن ازجمله؛ شباهت ساختاری و محتوایی با سیاست های کلی و عدم ابتکار در ارائه ادبیات متناسب با الگو به عنوان سند انتظار، نداشتن ارتباط و تناظر با مبانی، آرمان، رسالت و افق ترسیم شده در قانون اساسی، عدم توجه به اقتضائات تدوین و اعمال سند در چارچوب دولت اسلامی، عدم ترسیم ابعاد نظام اسلامی مطلوب محقق کننده و پیشران سند، عدم تبیین چارچوب جامعه اسلامی به عنوان مقدمه ایجاد تمدن نوین اسلامی و عدم تبیین مفاهیم حقوقی نیازمند تحول بنیادین ازجمله تغییر ادبیات، تعریف مفاهیم از منظر حقوق اسلامی، تبیین ارتباط با سایر اسناد حقوقی، حذف بخش تدابیر (واگذاری آن به سیاست های کلی) و ... با تکیه بر فقه نظام و دانش حقوق اساسی است

The strategic mission of the student mobilization social movement in the Iranian Islamic model of progress

Student mobilization, as one of the most important social movements that plays an effective role in various scientific, political, social, cultural and economic developments of the country, needs accurate targeting, determination of specific strategies and programs that enable students to work in various fields of science and Practice and guide their capacities in the direction of fulfilling the missions set by the Iranian Islamic model of progress. The nature of this student movement reflects the nonprofit organizational characteristics, so the literature of the article is based on the literature of voluntary nonprofit organizations. In nonprofits, the concept of mission is considered as the most fundamental element at the beginning of the strategic planning process. In organizations that are in the process of being established, this concept is interpreted as the formulation of a mission, and in other organizations it is interpreted as reforming the existing mission and achieving the desired mission. The present article examines the existing mission of the student mobilization and based on a qualitative method, based on a comparative study with international voluntary organizations, systematic analysis and the opinions of experts and stakeholders, has provided the desired mission. The general model is a combination of Bryson’s and Hux’s models, which have been modified in various sections to localize it in student mobilization. Accordingly, the four missions of force training, general roleplaying, specialized development and specialized roleplaying have been proposed for student mobilization.
