تحلیل راهکارهای بهبود نظام نوین ترویج کشاورزی ایران

شکل‎ گیری نظام نوین ترویج کشاورزی در دهه 1390 مهمترین حرکت، برای حل مشکلات ترویج کشاورزی در کشور به حساب می‎آید. لذا پژوهش حاضر در پی تحلیل راهکارهای بهبود این نظام است. جامعه آماری این تحقیق مدیران و کارشناسان مروج کشاورزی در 10 استان‌ منتخب در سال 1403 بودند (تعداد: 3123 نفر). حجم نمونه از طریق فرمول کوکران 342 نفر برآورد شد. نمونه‌ها به روش نمونه‌گیری طبقه‌ای با انتساب متناسب انتخاب شدند. ابزار جمع‌آوری داده‌ها، پرسشنامه محقق ساخته بود. روایی آن از طریق مراجعه به متخصصین و دانشگاهیان و پایایی آن از طریق آلفای کرونباخ و پایایی ترکیبی تایید شد. برای تجزیه و تحلیل داده‌ها از نرم‌افزار spss نسخه 22 و برای مدل‌سازی معادلات ساختاری با رویکرد تحلیل مسیر از نرم‌افزار smart pls نسخه 3 استفاده شد. نتایج نشان داد که کارآمدی نظام نوین ترویج کشاورزی پایین‌تر از حد متوسط است. بر اساس نتایج، کارآمدترین بخش ترویج، پاسخ به نیاز بهره‌برداران و بهترین راهکار جهت بهبود نظام نوین، توسعه سرمایه انسانی است. نتایج تحلیل مسیر نشان داد که متغیرهای تامین منابع مالی و زیرساختی پایدار، سیاستگذاری و برنامه‌ریزی، تحول در ساختار، فرآیندها و کارکردها، توسعه سرمایه انسانی و توسعه مدیریت دانش به ترتیب با ضرایب 0.53، 0.42، 0.38، 0.36 و 0.29 تاثیر مثبت و معنی‌داری بر بهبود نظام نوین ترویج داشتند اما متغیر نظارت و ارزیابی و سنجش اثربخشی تاثیر معنی‌داری نداشت.

analysis of the strategies to improve the new agricultural extension system of iran

the new agricultural extension system (naes) has been the most important executive measure to improve the functions and solve the problems of agricultural extension in the country since 2011. therefore, the present study analyze the solutions to improve naes. the statistical population was agricultural extension managers and experts in 10 selected provinces in 2024 (3123 people). the sample size was estimated through the cochran formula (342 people) and was selected using the stratified sampling method with proportional assignment. the data collection tool was a researcher-made questionnaire. its validity was confirmed by referring to experts and academics, and its reliability was confirmed through cronbach’s alpha and composite reliability. data analysis was performed using spss version 22 software, and smart pls version 3 software was used for structural equation modeling with a path analysis approach. the results showed that the current efficiency of naes was below average. the most efficient part of extension was responding to the needs of the beneficiaries. also, the best solution for the transformation and improvement of naes was the development of human capital. the results of the path analysis showed that the variables of providing sustainable financial resources and infrastructure, policy-making and planning, transformation in structure, processes, and functions, human capital development, and development of knowledge management had a positive and significant effect on the improvement of the modern extension system with coefficients of 0/53, 0/42, 0/38, 0/36, and 0/29, respectively. however, the variables of monitoring, evaluation, and effectiveness measurement did not have a significant effect.
