ارائه مدل نگرش کارآفرینانه در بخش دولتی با رویکرد تحلیل کیفی

در سال‌های اخیر تلاش‌های کارآفرینی در بخش دولتی نسبت به سایر رویکردها کمتر مورد توجه قرار گرفته است. از این‌رو هدف این تحقیق ارائه مدل نگرش کارآفرینانه در بخش دولتی می‌باشد. تحقیق حاضر از نظر هدف کاربردی بوده که با رویکرد کیفی انجام شده است. تیم مشارکت‌کننده در این پژوهش شامل خبرگان موسسه کار و تامین اجتماعی و مدیران اداره کل تعاون، کار و رفاه اجتماعی استان گلستان می‌باشند، که به روش هدفنمد انتخاب گردیدند. در مصاحبه با خبره 19ام به‌دلیل اضافه نشدن مفاهیم جدید، فرایند مصاحبه به اشباع رسید. یافته‌های پژوهش نشان‌دهنده هشت مولفه بوده که مولفه‌ مدیریت عملکرد کارآفرینانه در سطح اول، مدیریت کارآفرینانه و فرهنگ کارآفرینانه در سطح دوم، چشم‌انداز کارآفرینانه، تفکر استراتژیک کارآفرینانه و نگرش کارآفرینانه در سطح سوم و پشتیبانی حاکمیت و زیرساخت‌‌های کارآفرینانه در سطح چهارم قرار دارند. عناصر سطح چهار یعنی «پشتیبانی حاکمیت» و «زیرساخت‌های کارآفرینانه سازمان» بیشترین تاثیر را در تعیین نگرش کارآفرینانه دارند. این عناصر بر «چشم‌انداز کارآفرینانه»، «نگرش کارآفرینانه» و «تفکر استراتژیک کارآفرینانه» اثر می‌گذارند. این عوامل نیز به نوبه خود بر «مدیریت کارآفرینانه» و «فرهنگ کارآفرینانه» تاثیر می‌گذارند. در نهایت نیز این مدل به «عملکرد کارآفرینانه» منجر می‌شود. لذا دولت یا سازمان‌های دولتی باید برنامه‌های آموزشی خاص در خصوص تفکرگرا بودن می‌تواند با تغییر بینش و نگرش افراد و تجهیز آنها به دانش و مهارت‌های خاص، یک کارآفرین بالقوه را به کارآفرین بالفعل تبدیل کند.

Providing a model of entrepreneurial attitude in the public sector with a qualitative analysis approach

In recent years, entrepreneurial efforts in the public sector have received less attention than other approachesTherefore, the purpose of this study was to present a model of entrepreneurial attitude in the public sector. The present study is an applied goal that has been done with a qualitative approach. The team participating in this study includes experts from the Institute of Labor and Social Security and managers of the General Department of Cooperatives, Labor and Social Welfare of Golestan Province, who were selected by purposeful method. In the interview with the 19th expert, the interview process was saturated due to the lack of new concepts. Findings show that there are eight components: entrepreneurial performance management at the first level, entrepreneurial management and entrepreneurial culture at the second level, entrepreneurial perspective, entrepreneurial strategic thinking and entrepreneurial attitude at the third level, and support for entrepreneurial governance and infrastructure at the fourth level. The elements of level four, namely governance support and entrepreneurial infrastructure of the organization have the greatest impact on determining the entrepreneurial attitude. These elements influence the entrepreneurial perspective, the entrepreneurial attitude and the entrepreneurial strategic thinking. These factors, in turn, affect entrepreneurial management and entrepreneurial culture. Ultimately, this model leads to entrepreneurial performance. Therefore, the government or government organizations should have special training programs on thinking. By changing the insights and attitudes of individuals and equipping them with specific knowledge and skills, a potential entrepreneur can become an actual entrepreneur.
