از توسعه، به پساتوسعه و کامیابی: یک نقد مفهومی بر توسعه و کارآفرینی روستایی با بهره‌گیری از آراء آرام ضیایی پیرامون پساتوسعه نقّاد

هدف این مقاله مفهومی عبارت است از نظرورزی و مفهوم‌پردازی پیرامون توسعه و کارآفرینی روستایی با بهره‌گیری از نگاه شالوده‌شکنانه و تکنیک‌های تحلیل گفتمانیِ تنیده در مکتب پساتوسعه. سعی شده تا با استفاده از مفهوم پساتوسعه نقّاد متعلّق به یکی از متفکّران صاحب‌نام پساتوسعه، آرام ضیایی، به بازاندیشی مختصری از روال و گفتمان کارآفرینی و توسعه روستایی پرداخته شود. پساتوسعه نقّاد از دیدگاه ضیایی و در تقابل با پساتوسعه عوام‌فریبانه جدید، حاوی چند وجه یا سرشت اساسی است که عبارت‌اند از: اوّل، نقدِ سنّت‌ها و تاریخِ سرزمین خود؛ دوّم، همرنگ‌سازی و تطبیق مدرنیته بر اساس ابعاد محلّی؛ سوّم، حرکت نظری و عملی از تاکید بر ایدئولوژی به سمت تمرکز بر طبیعت؛ چهارم، تحلیل فرهنگ همچون یک پدیده برساخته اجتماعی تا یک جوهره یا واقعیّتِ صلب و بنیادین؛ و درنهایت پنجم، تحلیلِ هم روابط درونی قدرت اجتماعی و هم روابط بین‌المللیِ قدرتِ تنیده شده در ساختارها و سازمان‌های شرکت‌های فراملیّتی. نظر به طرح یک مفهوم‌پردازیِ جدید و چندلایه از سوی مکتب پساتوسعه و نیز نگاه انتقادی سرشته در ذات این مکتب؛ مدّعای اصلی مقاله این است که می‌توان با بهره‌گیری از مولفه‌های پساتوسعه نقّاد، راهبردهای سنّتی را متحوّل ساخت. به‌عنوان مثال، ʼکارآفرینی روستاییʽ می‌تواند با راهبرد جدیدی که ʼکامیابی روستایی ‘ نام نهاده شده، جایگزین شده و لذا دریچه‌ای جدید به‌سوی مفهوم‌پردازی توسعه (روستایی) گشود شود. با افزودن و تحلیل مفاهیمی همچون دوگانه سنّت و مدرنیته، تحلیل زبان‌شناختی، فاعلیّت، عواطف، نگره قدرت، تنانگی و نیز طبیعت، کامیابی روستایی، در قیاس با کارآفرینی روستایی، جامع‌الاطراف‌تر، انسانی‌تر و پایدارتر خواهد بود.

From development, to post-development and prosperity: A conceptual critique of rural development and entrepreneurship from the perspective of Aram Ziai’s skeptical post-development

The purpose of this conceptual paper is to theorize and conceptualize rural entrepreneurship and development from the deconstructive perspective and discourse analysis techniques embedded in PostDevelopment School. Drawing on the skeptical postdevelopment idea of Aram Ziai, a pioneer in the PostDevelopment School, it aims to provide a brief rethinking of rural development and entrepreneurship discourse and practice. From Ziai’s perspective, the main features of skeptical postdevelopment, in contrast to NewPopulist postdevelopment, are: first, criticizing one’s own culture and tradition; second, appropriating modernity based on local dimensions; third, shifting theoretically and practically from ideology to the nature; fourth, analyzing the culture as a social construct rather than as a fundamental and rigid essence or reality; and fifth, focusing on both the internal relations of social power and the international relations of power embedded in structures and organizations of multinational corporations. Considering the new and multilayered conceptualization of PostDevelopment School and also owing to its critical essence, the main argument of the paper is that with employing the skeptical postdevelopment components it is possible to transform the traditional strategies. For instance, ‘rural entrepreneurship’ could be replaced with ʽrural prosperityʼ which results in opening new gates to the conceptualization of (rural) development. Embracing and analyzing the new elements of tradition/modernity dichotomy, linguistic aspects, agency, emotions, the notion of power, embodiment, and nature, rural prosperity will be more comprehensive, humanistic, and sustainable than the rural entrepreneurship.
