شناسایی و اولویت بندی ابعاد و مولفه‌های اشتغال پایدار با تاکید برسیاست‌های کلی اشتغال با مدل Anp فازی

هدف این پژوهش شناسایی و اولویت‌بندی ابعاد و مولفه‌های اشتغال پایدار با تاکید بر سیاست‌های کلی اشتغال با مدل anp فازی می‌باشد. روش پژوهش از لحاظ هدف کاربردی-توسعه‌ای و از نظر روش گردآوری داده‌ها آمیخته از نوع اکتشافی می‌باشد. جامعه مورد مطالعه شامل خبرگان دانشگاهی بودند که به شیوه هدفمند و روش گلوله‌برفی به تعداد 50 نفر انتخاب شدند. ابزار گردآوری اطلاعات مصاحبه نیمه‌ساختار یافته و پرسشنامه بوده است. فاز اول شامل شناسائی مولفه‌ها بوده است که از تکنیک دلفی و پرسشنامه شماره یک و در فاز دوم جهت اولویت‌بندی مولفه‌ها و ابعاد شناسایی شده با استفاده از پرسشنامه شماره دو و روش تحلیل شبکه‌ای (anp) استفاده گردید. شاخص‌های شناسایی شده و مورد تایید خبرگان به ترتیب اقتصادی، سیاسی، اجتماعی، زیست‌محیطی و تکنولوژیکی دسته‌بندی شدند. اوزان نهایی مولفه‌ها اشتغال پایدار نشان می‌دهد که رشد اقتصادی با وزن نهایی 0.122 ، کارایی سرمایه با وزن نهایی 0.088 ، توزیع عادلانه منافع با وزن نهایی 0.074، سیاست‌گذاری با وزن نهایی 0.073 و بهره‌برداری از منابع با وزن نهایی 0.067، قانون‌مداری با وزن نهایی 0.066، تنوع محیطی با وزن نهایی 0.059 و زیرساخت فناوری با وزن نهایی 0.055 به ترتیب در اولویت اول تا هشتم قرار دارند. لذا پیشنهاد می‌گردد مدیران اجرایی هنگام طرح، اجرا و توسعه برنامه‌ها و سیاست‌های اشتغال در راستای برنامه‌های دولت، سعی نمایند ابعاد اصلی اشتغال پایدار را مورد توجه قرار دهند و سعی کنند این ابعاد و زیرمولفه‎ها را به صورت کامل رصد و پایش نمایند.

Identifying and Prioritizing the Dimensions and Components of Sustainable Employment with an Emphasis on General Employment Policies Using the Fuzzy Analytic Network Process (ANP)

The purpose of this study is to identify and prioritize the dimensions and components of sustainable employment with an emphasis on general employment policies using the fuzzy Analytic Network Process (ANP). This is an applieddevelopmental research using an exploratory mixed method. The study sample consists of 50 university experts being selected through purposive sampling and snowball method. Semistructured interviews and questionnaires were used as data collection instruments. The first phase consisted of identifying the components using the Delphi technique and questionnaire number one and in the second phase to prioritize the identified components and dimensions using questionnaire number two and network analysis method (ANP). The indicators identified and approved by the experts were classified into five dimensions of economic, political, social, environmental and technological dimensions, respectively. The final weights of the components of sustainable employment show that economic growth with a final weight of 0.122, capital efficiency with 0.088, fair distribution of benefits with 0.074, policy making with 0.073, the utilization of resources with 0.067, the rule of law with 0.066, environmental diversity with 0.059 and technology infrastructure with 0.055 are, respectively, the first to eighth priorities. Therefore, it is suggested that executive managers, when designing, implementing and developing employment programs and policies in line with government programs, try to pay attention to the main dimensions of sustainable employment and try to fully monitor these dimensions and subcomponents.
