تدوین مولفه‌های برون‌سپاری کارآفرینانه در شرکت‌های دولتی: اشاراتی برای توسعه کارآفرینی در بخش خصوصی

هر چند که اهمیت برون‌سپاری کارآفرینانه برای شرکت‌های دولتی به لحاظ نظری روشن است؛ اما کمبود مطالعاتی بنیادی با رویکردی کاربردی و عملیاتی در این حوزه احساس می‌شود. این تحقیق به دنبال تدوین مولفه‌های برون‌سپاری کارآفرینانه در شرکتهای دولتی است. این پژوهش با روش تحقیق آمیخته به صورت مطالعه موردی در شرکت گاز استان گلستان انجام شده است. جمعیت هدف این پژوهش شامل خبرگان نظری (اساتید کارآفرینی) و خبرگان تجربی (مدیران شرکت گاز) است. نمونه‌گیری با استفاده از روش غیراحتمالی و به صورت انتخاب هدفمند صورت گرفته است. ابزار گردآوری داده‌ها مصاحبه و پرسشنامه است. جهت تحلیل مصاحبه‌ها، روش گراندد تئوری به کار گرفته شده است. همچنین شاخص‌های شناسایی شده با روش دلفی فازی اعتبارسنجی شده است و با روش سوارا فازی اولویت‌بندی شدند. تحلیل داده‌های پژوهش در فاز کیفی با نرم‌افزار maxqda و در فاز کمی با نرم‌افزار matlab انجام شده است. نتایج نشان داد که قوانین و مقررات دولتی، منابع انسانی، عوامل اقتصادی، عوامل استراتژیک، مدیریت کارآفرینانه، عوامل محیطی و نهادی، عملکرد کارآفرینانه از مقوله‌های اصلی برون‌سپاری کارآفرینانه هستند. مدیریت کارآفرینانه در کانون این مدل و در تعامل پویا با مقوله‌های محیطی و فرآیندی قرار دارد.‌ از طریق قابلیت‌های محیطی و فرآیندی برون‌سپاری کارآفرینانه می‌توان به اهداف عملکرد کارآفرینانه شرکت، زیست‌بوم و صرفه‌جوئی هزینه دست یافت. این نتایج می‌تواند برای برای توسعه کارآفرینی و اشتغال در بین پیمانکاران بخش خصوصی به کار گرفته شود.

Development of components of entrepreneurial outsourcing model in state-owned companies: implication for entrepreneurship development in the private sector

Although the importance of entrepreneurial outsourcing to stateowned companies is theoretically clear, but there is a lack of fundamental studies with a practical and operational approach in this area. This study seeks to develop the components of the entrepreneurial outsourcing model in stateowned companies in order to provide a model for the development of employment and entrepreneurship in the private sector. This research has been done with deductiveinductive approach and mixed research method as a case study in Golestan Gas Company. The target population of this research includes theoretical experts (entrepreneurship professors) and experimental experts (gas company managers). Sampling was done using nonprobability method and purposeful selection. Data collection tools are interviews and questionnaires. Grounded theory method has been used to analyze the interviews. The identified indicators were also validated by fuzzy Delphi method and were prioritized by fuzzy SWARA method. Research data analysis was performed in the qualitative phase with MaxQDA software and in the quantitative phase with Matlab software. The results showed that the government laws and regulations, human resources, economic factors, strategic factors, entrepreneurial management, environmental and institutional factors, entrepreneurial performance are the main categories of the entrepreneurial outsourcing model. Entrepreneurial management is at the core of this model and is in dynamic interaction with environmental and process categories. Through the environmental and process capabilities of entrepreneurial outsourcing, the goals of corporate entrepreneurial performance, ecosystem and cost savings can be achieved. These results can be used to develop entrepreneurship and employment among private contractors.
