سنجش کارایی مصرف انرژی در صنایع انرژی‌بر کشور: کاربست تحلیل پوششی داده‌ها و آزمون گاما

مصرف بی رویه انرژی در ایران و در نتیجه آلودگی‌های زیست محیطی از مشکلات عمده‌‌ای هستند که کشور با آن‌ها روبرو است. از این رو، ارتقاء کارایی مصرف انرژی در بخش‌های مختلف به ویژه بخش صنعت می‌تواند مورد توجه قرار گیرد. برای تحقق این امر باید عوامل موثر بر کارایی انرژی به صورت دقیق بررسی شود تا بر این اساس سیاست‌گذاری‌های لازم انجام شود. با توجه به اهمیت بخش صنعت در اقتصاد به عنوان محرک اصلی رشد و ایجاد ارزش افزوده، در پژوهش حاضر به بررسی بهترین ترکیب عوامل موثر بر کارایی مصرف انرژی در 5 صنعت انرژی‌بر برای کارگاه‌های صنعتی 10 نفر کارکن و بیش‌تر به منظور برآورد کارایی آن‌ها طی سال‌های 1374-1394 پرداخته شده است. نتایج آزمون گاما نشان می‌دهد بهترین ترکیب متغیرهای اثرگذار بر کارایی انرژی صنایع شامل متغیرهای محیطی تکنولوژی، حکمرانی خوب، اندازه دولت، آزادسازی تجاری و قیمت واقعی انرژی و همچنین متغیرهای خرد شامل ساختار فنی تولید، قیمت سرمایه و مصرف انرژی می‌باشد. بر اساس روش تحلیل پوششی داده‌ها، میانگین کارایی کل صنایع انرژی‌بر در دوره مورد بررسی حدود 68 درصد و صنعت مواد غذایی و آشامیدنی نسبت به سایر صنایع از کارایی بالاتری برخوردار بوده است.

Energy Efficiency of Energy-Intensive Industries in Iran: Application of Data Envelopment Analysis and Gamma Test

Excessive consumption of energy in Iran and, consequently, environmental pollution are serious challenges facing the country. Therefore, promoting energy efficiency in different sectors, especially in the industrial sector can be considered. Then the effective factors on energy efficiency should be considered carefully to make the necessary policies. Due to the importance of the industrial sector as the main driver of growth and value added, the best combination of factors affecting energy efficiency in the five energyintensive industries for the firms of 10 employees and more during 19952015 was selected. The Gamma test results show that the best combination of variables affecting the energy efficiency of industries include environmental variables of technology, good governance, size of government, trade openness and real energy price as well as micro variables such as technical structure of production, capital price and energy consumption. According to the Data Envelopment Analysis, the average efficiency of all energy industries in the study period was about 68% and the food industry had a higher efficiency than the other industries.
