تحلیل مقایسه‌ای روش‌های تامین مالی نیروگاه‌های حرارتی در ایران

برق یه عنوان یک کالای استراتژیک همواره مورد توجه دولت‌ها برای تامین پایدار آن قرار داشته است. از‌آنجایی‌که کشور ایران دارای ذخایر بالای انرژی فسیلی است، بخش عمده‌ای از توان تولید برق کشور به نیروگاه‌های حرارتی اختصاص دارد. در‌این‌راستا چالشی که تمامی دولت‌ها با آن مواجه‌اند، تامین هزینه‌های سرمایه‌گذاری اولیه این‌گونه از نیروگاه‌ها می‌باشد. در تحقیق حاضر انواع شاخص‌های تاثیرگذار بر انتخاب روش تامین مالی کارآمد و همچنین روش not;های تامین مالی نیروگاه‌های حرارتی در ایران، بررسی شده است. برای اولویت‌بندی روش‌های تامین مالی از یک نمونه 18 نفره خبرگان این حوزه استفاده و سپس با بکارگیری روش ahp، به اولویت‌بندی روش‌های تامین مالی با استفاده از معیارهای منتخب پرداخته شده است. نتایج نشان داد که تامین مالی از طریق اوراق بهادار اسلامی (صکوک) از بالاترین کارآمدی برخوردار است و همچنین تامین بموقع منابع مالی مهم‌ترین معیار از نظر خبرگان در انتخاب روش تامین مالی در این پروژه‌ها شناخته شد.

Comparative Analysis of Financing Methods in Thermal Power Plants in Iran

Electricity has been considered as a pivotal product for sustainable development. As Iran has access to the high level of fossil fuel resources, the major proportion of Iranchr('39')s power generation belongs to thermal power plants. In this regard, the issue that all governments have faced is financing the initial capital costs of these projects, which plays a crucial role in providing a continuous electricity supply. In this paper, the most significant criteria and efficient methods of financing thermal power plants in Iran are discussed. A sample of 18 experts working in thermal power plants financing was used and the AHP model is employed to prioritise the efficient financing methods. Results indicate that financing through Islamic bonds (SUKUK) has the highest level of efficiency among funding methods and the applicability of funding source is the most important criterion in choosing the most efficient method of financing for these projects in Iran.
