درآمدی بر سیاست‌های فیلترینگ سایت‌های اینترنتی

ابتدای آخرین دهه قرن بیستم و با گسترش روزافزون تعداد کاربران اینترنت، حکومت‌ها و دولت‌ها نیز متناظر با این رشد سریع برای برقراری امنیت و حفظ نظم در این فضا، اقداماتی را آغاز کردند. در این رابطه نوع نگاهی که دولت‌ها به مسئله‌ ایجاد محدودیت و فیلترینگ در فضای مجازی داشتند سبب بروز انتقاداتی شد. برخی اصل فیلترینگ را در تقابل با آزادی بیان می‌دانستد و برخی دیگر به مضر بودن آزادی نامحدود در فضای بدون کنترل اینترنت اشاره داشتند. البته به طور همزمان، گروهی دیگر نیز ضمن پذیرش اصل فیلترینگ حداقلی، به گسترده شدن بیش از حد دامنه فیلترینگ انتقاد داشتند. امروزه مسئله‌ای که در برخی از کشورهای در حال توسعه بیشتر خودنمایی می‌کند، گسترده شدن دامنه فیلترینگ بر اساس جهت‌گیری‌های خاص سیاسی، سلایق شخصی و منافع گروهی است. مقاله در پی پاسخ به این سوال است که آیا سیاست فعلی فیلترینگ در کشورمان، سیاستی کارآمد است؟ در این تحقیق با استفاده از روش بررسی کتابخانه‌ای و تحلیل ثانوی9 مقاله تحقیقی در این زمینه، به آسیب‌های مدل‌های مختلف فیلترینگ پرداخته و سپس پیامدهای فیلترینگ گسترده سایت‌های اینترنتی بررسی می‌شود. نتایج این تحقیق مشخص می‌کند سیاست‌های فیلترینگ در حال حاضر تا چه حد کارآمد است و هم‌چنین سیاست موثر و کارآمد در فیلترینگ سراچه‌های اینترنتی چگونه باید باشد.

An Introduction to Filtering Policies of Websites

At the beginning of the last decade of the twentieth century the number of the users of internet increased quickly and the governments started actions to organize this sphere and guarantee its security. In this regard the way the governments made limitations and filters has raised criticism. While some consider filtering as opposing to the concept of freedom of speech, others see unlimited freedom in the uncontrolled internet space harmful. Some other, while accepting the concept of minimal filtering, criticize vast filtering policies. An issue that is growing mostly in developing countries is filtering based on political agendas, ideas of specific individuals and the interests of specific groups. This paper is looking for the answer to the following question: are the current filtering policies effective? Performing a secondary analysis of 9 research articles, I have tried to address the harms of different ways of filtering and explore the negative results of intensive filtering practices. The results of this study show to what extent the filtering policies are effective and what policies can be productive and effective in this regard.
