بررسی میزان آسیب پذیری تاسیسات شهر ایلام در برابر مخاطرات محیطی(سیل) با رویکرد پدافندغیرعامل

کاهش آسیب‌پذیری تاسیسات شهری جهت تقلیل میزان خسارات با بهره‌گیری از رویکردهای جدید مدیریت بحران از قبیل پدافند غیرعامل که می‌تواند در ایجاد محیطی ایمن در شهرها موثر واقع شود از مهم‌ترین اهدافی است که امروزه برنامه‌ریزان و مدیران شهری درصدد اجرای آن در شهرها می‌باشند. پژوهش حاضر با هدف بررسی میزان آسیب‌پذیری تاسیسات شهری در سطح شهر ایلام با توجه به اصول پدافند غیر عامل و با تاکید بر مخاطرات محیطی انجام گرفته است. روش تحقیق برای تبیین وضع موجود و یافتن پاسخی برای سوالات تحقیق، روش توصیفیتحلیلی است. روش جمع‌آوری اطلاعات بر مبنای کتابخانه‌ای و نیز میدانی بوده و تجزیه و تحلیل اطلاعات به دست آمده با استفاده از تلفیق دو تکنیک ahp_fuzzy و gis انجام گرفته است. نتایج نشان می‌دهند که شهر ایلام در برابر مخاطرات سیل براساس اصول پدافند غیرعامل آسیب‌پذیر می‌باشد. همچنین تاسیسات شهر ایلام از جمله شبکه توزیع برق و گاز‌رسانی و بیشتر شبکه‌های توزیع آب و فاضلاب براساس اصول پدافند غیرعامل در نقاط ایمن شهر قرار گرفته‌اند ولی بخش مهمی از شبکه لوله‌های اصلی انتقال آب شرب در مناطق بحرانی سیلاب واقع شده‌اند که در این پژوهش نقاط ایمن از دیدگاه پدافند غیرعامل شناسایی شده‌اند تا تدابیر لازم جهت تغییر مسیر آن‌ها توسط ارگان‌های ذی‌ربط صورت پذیرد.

Evaluating the Vulnerability of Ilam City Facilities to Environmental Threats (Flood) Using Passive Defense Approach

Reducing the vulnerability of urban facilities to decrease the amount of damage using new crisis management approaches, such as passive defense, that can be effective in creating a safe environment in cities is one of the most important objectives that urban planners and managers today seek to implement in cities. Accordingly, the present study aims to investigate the vulnerability of urban facilities in Ilam City concerning passive defense and with an emphasis on environmental threats. The research method is a descriptiveanalytical method for explaining the status quo and finding answers to the research questions. The data collection method is library and field studies. Data analysis is done by combining the two AHP Fuzzy and GIS methods. The results show that based on the principles of passive defense, the City of Ilam is vulnerable to flood hazards. Furthermore, facilities of Ilam City, including electricity and gas distribution networks and most water and wastewater distribution networks, are located in safe areas of the city based on passive defense principles. However, an important part of the network of major drinking water pipelines is located in critical flood areas. In this study, safe points have been identified from the perspective of passive defense to take the necessary steps to change the path of these pipelines by the relevant organizations.
