دوگانه اعتراض سیاسی و ثبات سیاسی در جمهوری اسلامی ایران

اکنون اعتراض سیاسی یک مسئله برای جمهوری اسلامی ایران محسوب می‌شود. این پدیده سیاسی اجتماعی در ابعاد مختلف ثبات سیاسی را به چالش کشیده است. جامعه ایران از یک سو در سطوح مختلف و متعدد درگیر روندی اعتراضی می‌باشد و از سوی دیگر جمهوری اسلامی ایران خواهان حفظ ثبات سیاسی خود به منظور حکمرانی است. از این‌رو یکی از مسائل اصلی جمهوری اسلامی تعارض بین دوگانه اعتراض سیاسی و ثبات سیاسی می‌باشد. برای پاسخ به این سوال مبتنی بر روش کیفی و همچنین مبتنی بر چارچوب نظری ثبات سیاسی به مثابه نقطه تعادل، در دو سطح خرد و کلان به زمینه‌ها و بسترهای شکل‌گیری اعتراض سیاسی در جمهوری اسلامی ایران پرداخته شده است؛ آنگاه اثرگذاری اعتراض سیاسی به عنوان یک عامل بی‌ثبات‌کننده بر روی نقطه تعادل در جمهوری اسلامی ایران مورد بحث و بررسی قرار گرفته است. در نهایت مشخص شد، اعتراض سیاسی به عنوان یک عامل بی‌ثبات‌کننده فعال در هر نظام سیاسی امکان وقوع دارد و برای مدیریت آن لازم است ابتدا فهم صحیحی از مفهوم اعتراض سیاسی به دست آید، آنگاه سطوح اثرپذیری ثبات سیاسی از اعتراض سیاسی از یکدیگر تفکیک شوند تا متناسب با هر سطح اقدام و تصمیم‌سازی صورت پذیرد. مبتنی بر این الگوی تحلیل، سه سطح راهکار عملیاتی جهت حل تعارض دوگانه اعتراض سیاسی و ثبات سیاسی ارائه شده است. نوآوری این مقاله پژوهشی تلاش برای ارائه راهکارهایی برای حل تعارض دوگانه اعتراض سیاسی و ثبات سیاسی در جمهوری اسلامی ایران به عنوان یک مسئله عینی و واقعی و مورد نیاز جامعه و نظام جمهوری اسلامی ایران می‌باشد.

The Duality of Political Protest and Political Stability in the Islamic Republic of Iran

Political protest is currently a major problem for the Islamic Republic of Iran, since this politicalsocial phenomenon has challenged its political stability in various dimensions. On the one hand, Iranian society is involved in a progressive protesting movement for various reasons and at various levels, and on the other, the Islamic Republic as a political system needs to maintain its political stability in order to rule. Hence, one of the main problems of the Islamic Republic is the solution to the conflict between political protest and political stability. To find an answer to this conflict, the grounds for the formation of political protest in the Islamic Republic have been examined based on the qualitative method and the choice of a theoretical framework for political stability as an equilibrium, at two micro and macro levels; then the mechanism of the effectiveness of the political protest has been discussed as a destabilizing factor in the Islamic Republic of Iran. Finally, it became apparent that political protest may occur as an active destabilizer in any political system, and for its management, it is necessary first to obtain an accurate understanding of the concept of political protest, then to distinguish the effective levels of political stability and political opposition so that one could take the necessary steps and make decisions. Based on this analytical model, three levels of operational strategy are proposed to solve the dual conflict of political protest and political stability. The innovation of this research paper is an attempt to provide solutions to the dual conflict of political protest and political stability in the Islamic Republic as an objective and real issue for the society and the Islamic Republic’s system.
