شناسایی آسیب‌ها و الزامات بهبود کیفیت آیین‌نامه ارتقاء اعضای هیئت علمی دانشگاه‌ها و مراکز آموزش عالی

امروزه در دانشگاه ها و مراکز پژوهشی، ارتقای مرتبه اعضای هیئت علمی به عنوان یکی از ابزارهای برجسته سیاستگذاری در حوزه آموزش عالی و همچنین یکی از مهم‌ترین دغدغه های روزانه اعضای هیئت علمی برای پیشبرد فعالیت های مختلف آموزشی، پژوهشی، فرهنگی و اجرایی آن ها شناخته می شود. در این راستا هدف از پژوهش حاضر، واکاوی تجارب و نظرات متخصصان و صاحبنظران آموزش عالی در ارتباط با الزامات و راهکارهای پیشنهادی برای بهبود کیفیت آیین‌نامه ارتقای اعضای هیئت علمی از یک‌سو و آسیب‌شناسی محتوای آیین‌نامه ارتقاء از سوی دیگر بوده است. بدین‌منظور، با به‌کارگیری روش تحلیل محتوای کیفی،  نظرات و دیدگاه صاحبنظران و متخصصان حوزه آموزش عالی مورد بررسی قرار گرفت. همچنین، جامعه آماری پژوهش شامل منابع مرتبط با کیفیت آیین‌نامه ارتقاء و 27 نفر از صاحب‌نظران و سیاستگذاران است. طبق یافته های پژوهش، عمده‌ترین الزامات و چالش های پیش‌روی نظام ارتقای اعضای هیئت علمی ذیل مقولاتی شامل فعالیت های فرهنگی، تربیتی و اجتماعی، فعالیت های آموزشی، فعالیت های پژوهشی و فناوری، فعالیت های علمی و اجرایی، فرایند سیاستگذاری، تدوین و تصویب آیین‌نامه و در نهایت فرایند ارزیابی علمی تقسیم‌بندی شده‌اند.

identifying the damages and requirements for improving the quality of the regulations for promoting faculty members of universities and higher education centers

nowadays, in universities and research centers, the promotion of faculty members’ ranks is recognized as one of the prominent policy tools in the field of higher education and also one of the most important daily concerns of faculty members for advancing their various educational, research, cultural, and executive activities. in this regard, the aim of the present research is to examine the experiences and opinions of higher education experts and stakeholders regarding the requirements and proposed solutions for improving the quality of faculty members’ promotion regulations on the one hand, and content analysis of the promotion regulations on the other hand. to this end, by employing the qualitative content analysis method, the opinions and viewpoints of higher education experts and stakeholders were examined. additionally, the research population includes resources related to the quality of promotion regulations and 27 experts and policymakers who spoke at the first specialized conference on &evaluation and assessment of promotion regulations for university faculty members& held at the institute for cultural, social and civilizational studies. ultimately, according to the findings of this research, the main requirements and challenges facing the faculty members’ promotion system are categorized into activities such as cultural, educational, and social activities, educational activities, research and technological activities, scientific and executive activities, the process of policymaking, drafting, and approving the regulations, and finally, the process of scientific evaluation.
