شهروندی اجتماعی و حق سلامت: نگاهی به آثار سیاست‌های تعدیل و خصوصی‌سازی بر حوزه سلامت در جمهوری اسلامی ایران

حق سلامت به عنوان یکی از مولفه‌های شهروندی اجتماعی می‌باشد که در بطن خود مستلزم مداخله مثبت دولت است. زیرا تحقق این نوع حقوق در تعهد دولت بوده و بدین جهت مولفه‌های اقتصادی و اجتماعی جامعه ارتباط مستقیمی با شاخص سلامت دارد. این مقاله ضمن تبیین سیاست تعدیل اقتصادی و بررسی سیاستهای حوزه سلامت در کشور، روند سیاستگذاری سلامت را با توجه به چنین رویکردی مورد بررسی قرار داده است. نتایج مبین این امر است که اجرای سیاست خصوصی‌سازی و کاهش هزینه‌های خدمات عمومی و اجتماعی از جمله خدمات حوزه سلامت در مقایسه با سایر کشورها، منجر به آسیب‌های بسیاری بر شهروندان شده است و ضمن آسیب به حقوق شهروندی و عدم تحقق شهروندی اجتماعی، پیامدهای ناگواری نیز به دنبال داشته است.

social citizenship and the right to health: an introduction to the effects of adjustment and privatization policies on the health sector in the islamic republic of iran

the right to health is one of the components of social citizenship, which in itself requires positive government intervention. because the realization of this type of right is a government commitment and therefore, the economic and social components of society are directly related to the health index. while explaining the economic adjustment policy and examining the health policies in the country, this article has examined the country’s health policy-making process with regard to such an approach. the results show that the implementation of the privatization policy and the reduction of costs of public and social services, including health services, compared to other countries, has led to many harms to citizens and the privatization of public goods such as health, in addition to harming citizenship rights and the failure to realize social citizenship, has also had adverse consequences.
