پیامدهای منفی زندان، افزایش جمعیّت روز افزون زندان‌ها و افزایش هزینه‌های عمومی با توجه به نرخ بالای تورم، استفاده از نظارت الکترونیکی را در دستور کار سیاستگذاران جنایی قرار داده است. نظارت‌های الکترونیکی موجب تحقق بهتر اصل فردی‌کردن مجازات، متناسب با شخصیت بزهکار می‌شود. از دیدگاه سیاستگذاری پیش‌گیرانه نیز استفاده از ابزارهای نظارت الکترونیکی توجیه می‌شود و موجب کاهش جرم به ویژه در مورد بزهکاران حرفه‌ای می‌شود. زندان و سایر کیفرهای تنبیهی یا قرار تامین منجر به بازداشت، موجب دریافت برچسب بدبودن و در نتیجه شکل‌گیری انحراف ثانویه در افراد می‌شود. نظارت الکترونیکی به عنوان شکل نوینی از اجرای کیفر یا جایگزین قرارهای تامین، مانع از شکل‌گیری انحراف ثانویه در افراد می‌شود.
