چکیده
|
رویکرد تنظیمگری چابک با هدف تقویت یکپارچگی برای مدیریت ریسکها و تضمین تحولات دیجیتالی فراگیر در زیست بوم اقتصاد دیجیتال مورد توجه کشورها بوده است. به این منظور، شناسایی حوزهها و الزامات تنظیمگری چابک در مسیر توسعه اقتصاد دیجیتال، موضوعی ضروری است. در این پژوهش کیفی، هدف این است که حوزهها و الزامات تنظیمگری چابک با تمرکز بر اسناد بالادستی مرتبط با توسعه اقتصاد دیجیتال تدوین گردد. در گام نخست پژوهش، فهرست اولیهای از اسناد بالادستی شامل 40 سند، با استفاده از روش اسنادی تهیه شده و اسناد اثربخش شامل 16 سند با رویکرد گزینش نظری، انتخاب و محتوای این اسناد با استفاده از روش تحلیل مضمون، تحلیل شده و نهایتاً 14 حوزه و 26 الزام تنظیمگری چابک مطابق با اصول تنظیمگری چابک، با استفاده از روش ahp اولویتبندی شد. نتایج نشان میدهد که در لایه هسته؛ زیرساخت ارتباطی و اطلاعاتی، در لایه دیجیتال؛ خدمات دیجیتال دولت و در لایه دیجیتالی شده؛ داده و محتوا از اولویت بیشتری برخوردارند.

Abstract
|
countries have focused on agile regulatory approaches to strengthen integration, manage risks, and ensure comprehensive digital transformations within the digital economy ecosystem. it is essential to identify the areas and requirements of agile regulation in developing the digital economy. this qualitative research aims to formulate the areas and requirements for agile regulation by focusing on upstream documents related to the development of the digital economy. in the first step of the research, an initial list of 40 upstream documents was prepared using the documentary method, and 16 effective documents were selected by using the theoretical selection approach. the content of these documents was analyzed using the thematic analysis method, resulting in the identification of 14 areas and 26 requirements for agile regulation, which were then prioritized using the ahp method. the results show that in the core layer, communication and information infrastructure, in the digital layer, public digital services and in the digitized layer, data and content have more priority.
