شناسایی معیار‌های کلیدی برای ارزیابی خط‌مشی‌های آلودگی هوا در ایران

ارزیابی خط‌ مشی به عنوان یکی از ارکان مهم فرآیند خط‌ مشی گذاری، اصلاح و بهبود مستمر اجرای خط‌ مشی را دنبال می‌کند. در حوزه مسائل زیست محیطی یکی از معضلات کلان شهرهای ایران در چندسال اخیر، معضل آلودگی هواست که تاکنون خط‌مشی های متعدّدی درباره آن وضع و اجرا شده است. حال آنکه وضعیت آلودگی هوا مطابق با شاخص های رسمی اعلامی نه تنها بهبود نیافته بلکه وخیم تر شده است. از جمله لوازم مورد نیاز برای این امر، وجود معیارهایی برای ارزیابی خط‌ مشی ها است. پژوهش حاضر از طریق بکارگیری رویکرد کیفی و استراتژی مطالعه موردی در دو بخش مطالعه اسناد و خط‌ مشی های مرتبط و نیز انجام مصاحبه با 16 نفر از خبرگان، این هدف را دنبال کرده است. یافته های پژوهش، 41 معیار مشخص برای ارزیابی خط‌ مشی های آلودگی هوا در سه سطح ارزیابی خروجی، پیامد و اثرات خط‌ مشی ها پیشنهاد کرده است.

policy evaluation, as a key pillar of the policymaking process, seeks the continuous reform and improvement of policy implementation. in the realm of environmental issues, one of the major problems facing iranian metropolises in recent years has been air pollution, for which multiple policies have been formulated and executed over time. yet according to official indices, the air pollution situation has not only failed to improve, but it has also deteriorated. among the prerequisites for addressing this is the existence of criteria for evaluating policies. through a qualitative approach and a case study strategy comprised of policy document analysis alongside semi-structured interviews with 16 expert participants, this research has sought to identify evaluative criteria. ultimately, the findings put forward 41 distinct benchmarks across three levels of policy outputs, outcomes, and impacts for assessing air pollution policies.
