الگوی معماری مشارکت شبکه‌ای نخبگان علمی در سیاستگذاری علم و فناوری در ایران

در این پژوهش الگویی به منظور طرح‌ریزی معماری و ساختار مشارکت نخبگان علمی در سیاستگذاری علم و فناری ارائه شده است. برای رسیدن به این الگو مبتنی بر رویکرد تفسیری از روش تحلیل مضمون استفاده شده است. در الگوی ارائه شده مبتنی بر تحلیل‌های صورت گرفته و نیز بافتار نخبگی علمی در کشور، اینگونه نتیجه‌گیری شده که این شبکه باید لایه‌بندی و بخش‌بندی داشته باشد و این لایه‌ها و بخش‌ها در نقاطی به یکدیگر متصل می‌شوند. رسمیت و انعطاف در نواحی مختلف شبکه متفاوت است و ابزارها و ساز و کارهای ارتباطی نیز مبتنی بر این رسمیت و کارکردهای مورد نیاز بکارگرفته می‌شوند. بر اساس ویژگی بافتاری دیگری که در نخبگان علمی وجود دارد، عمق، عرض و کیفیت مشارکت در شبکه باید کنترل شود و نهایتاً اینکه رسیدن به اهداف شبکه مستلزم گفتمان‌سازی و مفاهمه بین اجزای مختلف شبکه است.

architectural model of network participation of scientific elites in science and technology policymaking in iran

this research presents a model for designing the architecture and structure of participation of scientific elites in science and technology policy-making. to achieve this model, an interpretive approach using content analysis method has been employed. based on the analyses conducted and the scientific elite’s context in our country, it is concluded that this network should be layered and segmented. these layers and segments should be connected at various points. formality and flexibility differ across different regions of the network, and communication tools and mechanisms are based on this formality and required functions. based on another characteristic of the scientific elite context, depth, breadth, and quality of participation in the network should be controlled, and ultimately, achieving the network’s goals requires discourse-building and understanding among its various components.
