مسائل بدخیم در سیاستگذاری عمومی؛ خاستگاه، مفاهیم و انتقادات

مفهوم مسائل بدخیم (در مقابل مسائل رام) طی سالیان اخیر در حوزه‌های مختلف علوم مورد توجه قرار گرفته است. با این حال کاربرد این مفهوم در بسیاری از اوقات بدون دقت به مشخصه‌ها و تعاریف زمینه‌ای و کارکردهای آن بوده و گستردگی استفاده از آن برای انواع مسائل باعث تفرق دیدگاه‌ها در شناسایی و تعریف مسائل بدخیم (سرکش) شده است. در این مقاله ابتدا خاستگاه‌ها و ریشه‌های مسائل بدخیم مورد بررسی قرار می‌گیرند. تغییر در جریان مسائل عمومی و ایجاد بحران‌ها در 3 حوزه علوم، دولت و اقتصاد و تلاقی این جریان‌ها به خلق مفهوم مسئله بدخیم منجر شد. اگرچه معرفی کلاسیک مسائل بدخیم توسط افرادی خارج از عرصه سیاستگذاری انجام گرفت اما این مسائل پیش از آن در سیاستگذاری وجود داشتند و به آنها پرداخته می‌‌شد. پذیرش منطق دوگانه رام-بدخیم مورد انتقاد واقع شده و وجود یک طیف از میزان بدخیم بودن مسائل بیشتر مقبول صاحب‌نظران افتاده است. گونه‌بندی مسائل به بدخیم و رام بر حسب نظریات وضع‌کنندگان اصطلاح مسئله بدخیم، تا حد زیادی به انواع دسته‌بندی‌های موجود در سیاستگذاری عمومی که مسائل را به بدساختاربندی شده و با ساختاربندی مناسب تقسیم می‌کند شبیه است. با این حال ترکیبات متغیر و مختلفی از پیچیدگی، عدم قطعیت، تعدد کنش‌گران و ذینفعان، ابزارها و راه‌حل‌ها می‌تواند انواع متفاوتی از مسائل بدخیم را نمایندگی کند. همزمان انتقادات جدی به مفهوم مسائل بدخیم و کارکردهای احتمالی آن نیز مطرح گردیده که از آن جمله می‌توان به نقص در تعریف، استفاده نادرست، عدم توجه به بازاندیشی و ناتوانی آن در نفوذ در جریان اصلی در عرصه علم سیاستگذاری اشاره کرد.

wicked problems in public policy: origins, concepts and critiques

in recent years, the concept of wicked problems (in contrast to tame problems) is under scrutiny in different disciplines. however, it is usually applied with no attention to its characteristics, fundamental definitions and functions. its vast use for different kinds of problems fragments views in definition and identification of this sort of problems. in this article origins and roots of wicked problems are identified first. a change in public problems stream, crisis in scope of science, government and economy and encountering these events creates the notion of wicked problems. although someone out of the policymaking discipline introduced them, they existed in the realm of policy and were dealt with. wicked-tame dichotomy rationale criticized and a spectrum of wickedness degree of problems is accepted among scholars. wicked-tame taxonomy of problems according to creators of this notion, resembles to existing problem taxonomy in public policy which divide problems to ill structured or well-structured ones.  nevertheless, different and various combination of complexity, uncertainty, amount of players and actors, tools and instruments can represent different kind of wicked problems. meanwhile concept of wicked problems and its plausible functions receives serious criticisms, such as insufficient definition, wrong application, ignorance of reflexivity and inability to trickle down to public policy main stream.
