مسئله‌شناسی سیاستگذاری کلان‌ داده در ایران

کلان‌داده در زمره فناوری‌های نوظهور با کاربردپذیری بالا در اقتصاد و حکمرانی است و همین امر باعث شده تا کشورها با سیاستگذاری‌ در این زمینه، راه را برای بهره‌گیری هر چه بهتر از آن هموارتر سازند. پژوهش حاضر با بهره‌گیری از روش مصاحبه نیمه‌ساختاریافته عمیق با ذی‌نفعان، نظام مسائل سیاستگذاری کلان‌داده در ایران را در هفت بُعد سیاسی، حقوقی، اقتصادی، اجتماعی، امنیتی، آموزشی و فناورانه احصاء کرد. نتیجه تحلیل مسائل حکایت از آن دارد که بیشترین تنوع مسائل حوزه سیاستگذاری کلان‌داده در حوزه‌های سیاسی و فناورانه قرار دارد، تاکید بر مسائل اقتصادی، اجتماعی و حقوقی پررنگ است و دو بخش امنیتی و آموزشی، انعکاس کمتری نسبت به دیگر مسائل دارند. با ترکیب مسائل احصاشده پرتکرار می‌توان در مجموع مسئله اصلی سیاستگذاری کلان‌داده در ایران را فقدان سازوکارهای نرم و سخت سیاستگذاری و حکمرانی برای پرداختن به حوزه کلان‌داده به‌نحوی که روشن، پیش‌بینی‌پذیر، جامع و کاربردی باشند، دانست.

big data belongs to the newfound technologies by high applicability in economy and governance and this has caused countries to pave the way for using it as best as possible with policies in this field. the current research, using the analytical problem-solving approach and using the in-depth semi-structured interview method with stakeholders, examines the system of big data policy issues in iran in seven political, legal, economic, social, security, educational and technological dimensions. the result of the analysis of the issues indicates that the greatest variety of big data policy issues are in the political and technological dimensions, the emphasis is on economic, social and legal issues, and the two security and educational sectors are less reflected than other issues. by combining the frequently listed issues, the main problem of big data policy in iran can be considered as the lack of soft and hard policy and governance mechanisms to deal with the big data field in a way that is clear, predictable, comprehensive and practical.
