شرحی از نظریه تراژدی منابع مشاع در اندیشه گَرِت هاردین و درس‌های آن برای ما

نظریه «تراژدی منابع مشاع» که در مقاله‌ای به همین نام در سال 1968 به قلم گَرِت هاردین نگارش یافت، تاکنون بیش از 38 هزار بار مورد استناد منابع علمی قرار گرفته و تاثیر قابل توجهی در سیاست عمومی برجای گذاشته است. این نظریه با توضیح منطق رفتار فردی و کنش جمعی در بهره‌برداری از منابع مشاع (مشترک) و چرایی پایان تراژیک ذاتی آن منطق، امکان نظری نیرومندی برای ما ایرانیان، در شناخت پاره‌ای از بنیادی‌ترین مسائل کنونی خود، مانند بحران کم‌آبی، فراهم می‌آورد.  با این حال، ما، تاکنون، از بینش و امکانات نظری این نظریه آنچنان‌که شایسته و سودمند است، در تبیین مسائل عمومی خود استفاده نکرده‌ایم. کوشش مقاله حاضر این بوده است که شرحی از نظریه «تراژدی منابع مشترک» هاردین با توضیحی از زمانه و زمینه نظری و عملی طرح آن و اهمیت و قدرت تبیینی آن ارائه دهد. در پایان نیز نمونه‌هایی از کاربرد تبیینی این نظریه در مورد برخی مسائل عمومی در ایران مورد بحث قرار گرفته است.

tragedy of the commons: an explanation of the theory and its lessons for us

since it was published in 1968, garret hardin’s “tragedy of the commons” has been cited more than 38000 times &has been significantly influential in many areas of public policy. by explaining the logic of collective action in exploiting the commons &the inherent tragedy of that logic, hardin provided us with a strong theory to comprehend some of our most fundamental problems in iran, such as the water crisis. however, we have not employed the insights of that theory in explaining our public issues as deserved. the present article aims to provide a review &an interpretation of hardin’s “tragedy of the commons” concerning its theoretical &practical context as well as its importance &explanatory power. in the end, the article discusses examples of the possible application of hardin’s theory to some public issues in iran.
