جهان‌های ناسازگار: تحلیل سیاست‌های فرهنگی حوزه زنان و جوانان در ایران

این پژوهش به مطالعه ناسازگاری‌ سیاست های فرهنگی حوزه زنان و جوانان با نگرش های مخاطبان و زمینه های شکل‏ گیری آنها در ایران می ‎پردازد و می ‎کوشد نشان دهد که سوگیری‌های مستتر در این سیاست ها، با نگرش ها و سبک های زندگی کدام خرده‌ فرهنگها و گروه‌ها هم‌راستاست. مقایسه میان مرجعیت رسمی فرهنگ و مرجعیت های غیررسمی جامعه، وجود ناسازگاری را بین سیاست‌ها و نگرش های مخاطبان در سه موضوع منتخب پژوهش یعنی «پوشش زنان»، «سبک زندگی» و «سبک ازدواج» نشان می ‎دهد. در سیاست‌ها، بر نوعی سبک زندگی سنتی تاکید شده و دیگر سبک های زندگی موجود در جامعه نادیده گرفته‌شده است. ناسازگاری‌‎های شناسایی ‎شده را می‏توان متاثر از ساختار سیاستگذاری فرهنگی، بسته بودن ائتلاف ها و سلطه مرجعیت خارج از حوزه فرهنگ دانست که سیاستگذار فرهنگی را وامی‌‌دارد جامعه هدف ویژه‌ای را انتخاب کند.

Inconsistent Worlds: Analyzing Cultural Policies Regarding Women and the Youth

In this article, inconsistencies between values & attitudes implicit in the existing Iranian cultural policies regarding women & the youth & those of policies’ stakeholders will be considered. The research techniques include qualitative content analysis of policy documents, secondary data analysis of the national surveys to investigate attitudes of the society, & semi-structured interviews with policymakers. Comparing ‘formal cultural referential’ in the policies with the’ society informal referentials’ shows an inconsistency in the selected themes of the research, including women’s dress code, lifestyles & marriage styles. In policies, only a specific traditional lifestyle is promoted, & the diverse range of lifestyles in society is neglected. These inconsistencies could be considered as being affected by the structure of the cultural policymaking in the country & domination of the referential outside the cultural realm.
