تحلیل گفتمان انتقادی سیاست انتقال پول الکترونیکی در پایانه‌های فروش در ایران

این مقاله با استفاده از رویکرد تحلیل گفتمان انتقادی سیاست سعی در بازتعریف مسائل توسعه طرح فناوری انتقال پول الکترونیکی در پایانه های فروش دارد. ادعای اصلی پژوهش آن است که در گفتمان سیاستگذار که برگرفته از گفتمان بین‌الملل است، معنای بسیار محدودی برای مشارکت دیگر گروه‌های ذی‌نفع لحاظ شده است و این امر منجر به چالش‌های اجتماعی پیچیده شده است. به‌دلیل روند تغییرات فناوری اطلاعات و اثرات بنیادین آن بر نقش سیاستگذاران از لحاظ غیرمتمرکز شدن فرآیند سیاست، اتخاذ رویکردهای باز و دخیل کردن دیدگاه‌های بومی در سیاستگذاری فناوری ضرورتی روزافزون دارد.

Critical Discourse Analysis of Electronic Fund Transfer at the Point of Sale Policy in Iran

This research uses policy critical discourse analysis to redefine the problems of the development of electronic fund transfer at the point of sale plan in Iran. The main argument of this research is that in the policy makers’ discourse – largely adopted from the dominant international discourse– a limited definition is considered for the participation of other stakeholders. This issue leads to complex social challenges. Considering information technology trend that is leading to a fundamental change in policy makers’ role and decentralization of policy process, taking an open approach and incorporating local views from the initial stages of policy formulation are everincreasing necessities.
