طراحی آمیزه سیاستی برای توسعه بوم‌سازگان نوآوری آذربایجان شرقی؛ مورد مطالعه: صنعت قطعه‌سازی خودرو

استان آذربایجان شرقی علی‌رغم قابلیت‌های فناورانه مختلف، از منظر گونه‌شناسی نوآوری در شمار مناطق پژوهش‌گرای ناموفق قرار گرفته است. بر‌این‌اساس و به فراخور وابستگی نوآوری به ویژگی‌های مناطق، این مقاله به دنبال طراحی آمیزه سیاستی برای توسعه بوم‌سازگان نوآوری استان آذربایجان شرقی می‌باشد. بدین‌منظور ابتدا با تکیه بر راهبرد نظریه داده بنیاد و با بهره‌گیری از ابزار مصاحبه برای کسب تجربیات مدیران کلان استان، چارچوبی بومی برای طراحی آمیزه سیاستی به منظور توسعه بوم‌سازگان استان توسعه یافت و سپس چارچوب مذکور در صنعت قطعه‌سازی خودرو پیاده‌سازی شد. براساس یافته‌های پژوهش، جلب مشارکت طیف گسترده ذینفعان، همراستایی با سیاست‌های بالادستی و هم‌ارز، توجه به زیربنای نوآوری منطقه و تاکید بر هم‌افزایی فرامنطقه‌ای در الگوی کلان سیاستگذاری نوآوری مورد توجه قرار گرفت. همچنین  بر اهمیت گونه‌شناسی، بررسی اجزا، شناسایی عوامل موفقیت و تحلیل چرخه عمر در ارزیابی بوم‌سازگان نوآوری تاکید شد و در پایان ضرورت ارزیابی آثار اجرای ابزارهای سیاستی و برنامه‌ریزی برای پیاده‌سازی آمیزه سیاستی تبیین شد.

Designing A Policy Mix for the Development of East Azerbaijan Innovation Ecosystem; Case Study: Auto Parts Manufacturing Industry

Despite its various technological capabilities, East Azerbaijan Province is one of the most unsuccessful research regions in terms of innovation typology. Therefore, in accordance with the dependence of innovation on the characteristics of regions, this article seeks to design a policy mix for the development of regional innovation ecosystem in East Azerbaijan Province. For this purpose, first, based on the grounded theory strategy and via interview, the experiences of senior managers of the province are extracted and translated to a local framework for designing a policy mix for the development of regional innovation ecosystem in the province was developed. Then the framework is implemented in the auto parts manufacturing industry. Based on the research findings, attracting the participation of a wide range of stakeholders, aligning with horizontal and vertical policies, paying attention to the regional innovation infrastructure and emphasizing on transregional integration are highlighted in the macro model of innovation policy. Also the importance of typology, ecosystem components’ exploration, CSF identification and life cycle analysis in the evaluation of innovation ecosystems was also emphasized, and finally the necessity of the evaluation of the probable effects of the policy tools and the further planning for the implemention of the policy mix was explained.
