طراحی الگوی ارتقاء شفافیت اقتصادی در ایران

برخورداری از الگوی حکمرانی مطلوب و سیاست های هم‌راستا، لازمه ارتقاء شفافیت اقتصادی دولت است. در مقاله حاضر، با هدف دستیابی به الگوی حکمرانی و سیاست های مطلوب ارتقاء شفافیت اقتصادی، اسناد سیاستی دو کشور ایران و سنگاپور، همراه با فایل کتبی مصاحبه با 13 نفر از خبرگان سیاستگذاری و مبارزه با مفاسد دولتی مورد بررسی و تحلیل محتوای کیفی قرار گرفت. بر اساس یافته های این پژوهش، الگوی حکمرانی مطلوب برای ارتقاء شفافیت اقتصادی در ایران مبتنی بر حکمرانی شبکه ای با 9 مقوله اصلی و 24 مقوله فرعی سیاستی ارائه گردید. در نهایت راهکارهای سیاستی برای ارتقاء شفافیت اقتصادی در ایران پیشنهاد شد.

The Model of Economical Transparency for Iran

Economical Transparency can be determined for governments through Corruption Perception Index (CPI). In this research with studying Iran and Singapore, has been tried to find appropriate Governance Model and its related policies for achieving success in improving government economic transparency. Based on this aim, the researcher interviewed with 13 political and policy experts which is complementary with analyzed formal documents. The research methodology is case study with descriptivequalitative content analysis technique. For checking dependability and confirmability, research process and results have been reviewed and confirmed by 5 experts. Also according to our calculations, testretest reliability was 0.84 and Cohen’s Kappa was 0.78 that make us trust to the results. According to the results, the best governance model for government economic transparency is “network governance” with 9 categories and 24 subcategories of policies.
