چکیده
|
هدف پژوهش، بررسی کارکردهای سیاستگذاری آموزشی در نظام تعلیم و تربیت است. پرسش اصلی این است که فرایند سیاستگذاری آموزشی در تحقق اهداف نظام تعلیم و تربیت چه کارکردهایی دارد؟ داده های تحقیق از راه مطالعه متون علمی به شیوه اکتشافی، تلفیقی و چندرشته ای گردآوری شد. سپس، با توجه به اهداف در نظر گرفته شده برای نظام تعلیم و تربیت، داده ها و اطلاعات به دست آمده در زمینه کارکردهای سیاستگذاری آموزشی در چهار مضمون و دوازده مقوله طبقه بندی گردید و مدل مفهومی پزوهش ارائه شد. بر اساس نتایج، فرایند سیاستگذاری آموزشی از طریق چهار مضمونِ کارکردی ِ«توسعه هنجارهای مدنی»، «خلق سرمایه های غیرمادی»، «نهادینه سازی جامعه پذیری سیاسی»، «آموزش حفظ محیط زیست »، در تحققِ چهار هدف بنیادینِ نظام تعلیم و تربیت شامل «ایجاد جامعه ی دموکراتیک»، «کمک به رشد اقتصادی جامعه»، «پرورش شهروند خوب» و «نیل به توسعه پایدار»، اثرگذار است. روش تحقیق توصیفی تبیینی و شیوه ی گردآوری اطلاعات، کتابخانه ای اسنادی است.

Functions of Educational Policymaking in Education System

Abstract
|
The purpose of this study is to investigate and analyze the functions of educational policy in the education system. The main question is, what are the functions of the educational policymaking process in achieving the goals of the education system? For this purpose, data were collected and explored through exploratory and multidisciplinary approaches. Then the obtained information about educational policy functions was classified and analyzed in four themes and twelve categories. Based on the research findings, educational policymaking process through four functional categories of “development of civic norms”, “construction of intangible capital”, “internalization of political socialization” and “environmental protection training” affects the efficiency and effectiveness of the education system to achieve four goals: establishment of a democratic society, realization of national growth, development of good citizenship and achievement of sustainable development. The information required in this research are gathered in a library and documentary method.
