بررسی گفتمان پاسخگویی دولت‏‌ها در بخش نظام اداری ایران با استفاده از تحلیل گفتمان انتقادی

فلسفه پاسخگویی و تحقق آن برای پاسخ به مشکلات نظام اداری ضامن سلامت عملکرد دولتمردان‏ حاکم بر کشورهاست. این مقاله با بررسی گفتمان پاسخگویی دولت‌‏ها، به تحلیل نظرات دولت‏‌های دهم و یازدهم با محوریت نظام اداری از بعد کیفی می‏‌پردازد. روش پژوهش، استفاده از مدل تحلیل ون‏دایک و فرکلاف بوده و با لحاظ کردن فضای سیاسی، وضعیت فرهنگی و اجتماعی و نیروهای ایدئولوژیک جامعه، مواضع و چگونگی واکنش دو دولت را مشخص می‌‏کند. جامعه اطلاعاتی، گزیده سخنان روسای جمهور در دو دوره مختلف درباره نظام اداری منتشر شده در روزنامه‏‌های کثیرالانتشار است که پنج متن طی سال‏‌های 1388 تا 1396 برای نمونه و بر مبنای روش نمونه‌‏گیری هدفمند انتخاب شد. نتایج پژوهش با استفاده از تحلیل گفتمان انتقادی نشان داد که گفتمان دولت دهم؛ الگوهای بومی توسعه، کاهش هزینه‏‌های اداری، خدمتگزاری مسئولین و توسعه کشاورزی و گفتمان دولت یازدهم؛ بسترسازی مناسب، پاسخگویی و شفافیت، قانون‏گرایی و اعتدال است.

Governments’ Accountability Discourse in the Administrative SystemUsing Critical Discourse Analysis

The philosophy of accountability and its implementation to address the problems of the bureaucratic system guarantee the health of the governments’ performance in the countries. This paper is the qualitative analysis of the views of the tenth and eleventh governments about administrative system issues to explore accountability of governments. Method research is based on the Vandyke and Fairclough’s model considering the political, economic, and cultural conditions and the ruling ideological forces on the community to distinguish positions governments for the administrative system performance and their reactions to the results obtained. The Statistical population is the president’s comments in two different presidencies which are published in the masscirculation newspaper. Five texts were selected based on purposeful method of sampling. The results indicate that the tenth government discourse; indigenous development patterns; administrative reductions; government officials and agricultural development; the eleventh government’s discourse is proper framing, accountability and transparency, legalism and moderation.
