چکیده
|
مناطق آزاد تجاری صنعتی ایران به منظور رشد و توسعه اقتصادی تاسیس شده اند ولی عمدتاً به اشتغال منطقه ای از طریق دروازه بازرگانی کالا تبدیل شده و عملکرد مطلوبی در جذب سرمایه، تولید و صادرات نداشتند. با وجود ظرفیت های بندر چابهار، این بندر عملکرد ضعیفی دارد. با این که خدمات تولید و صادرات به عنوان اصلی ترین خدمات سازمان منطقه آزاد چابهار است، در عمل درآمدش از فروش زمین و واردات کالا است. در پژوهش حاضر خدمات تولید و صادرات منطبق با روش شناسی تفکر نرم سیستمی تحلیل و سپس شبکه همکاری میان ذی نفعان درگیر با رویکرد تحلیل شبکه اجتماعی بررسی می شود. در انتها مدل مفهومی راهکارهای بهبود بر اساس نظر ذی نفعان به منظور توسعه سیستم خدمات تولید و صادرات سازمان منطقه آزاد شامل تشکیل کمیته تسهیل تولید و صادرات، ایجاد کلینیک صنعتی و شناسایی فرصت های سودآور، شفافیت فرآیندهای سازمان، بهبود فرآیند ارزیابی طرح ها در کمیسیون اقتصادی، بهبود فرآیند جانمایی و ارزش گذاری زمین های اعطایی ارائه شده است.

Abstract
|
Iran’s free tradeindustrial zones have been established for economic growth and development. However, despite the growth in the number and development of these areas, they have become regional employment through the commercial gate of goods. Despite the potential and capacities of Chabahar port, its performance is weak. Since production and export services are the main services of Chabahar Free Zone Organization, they have been directed towards earning money through land sales and imports of goods. In this research, production and export services are analyzed using methodology of SSM in Chabahar Free Zone, then the situation of experts is analyzed from the perspective of experts and the organizations involved are identified. In the following, the situation of the communication network between these organizations is analyzed with SNA. Finally, with the results of this analysis, policy recommendations for the development of the free zone organization’s production& export service system are presented.
