استخراج الگویی جامع برای ارزیابی عملکرد پاسخگویی دولت با روش فراترکیب

با تبلور دوره خردورزی و افزایش آگاهی های عمومی شهروندی، انتظار از دولت ها نیز دستخوش تحولات زیادی شده است. در این راستا، دانشمندان برای اصلاح نظام اداری و کارآمد ساختن آن روش های مختلفی را پیشنهاد کرده اند، که از جمله آن، طراحی و اجرای یک نظام پاسخگویی کارآمد است. اگرچه در سالیان اخیر نظریات مختلفی در رابطه با مدل ها و ابعاد مختلف پاسخگویی دولت ها ارائه شده است، اما در این پژوهش ها از یک جنبه خاص به ارائه مدل پاسخ گویی دولت پرداخته شده است. بنابراین در این پژوهش تلاش شده است با بررسی عمیق مدل ها و ابعاد مختلف پاسخگویی در تحقیقات گذشته، الگویی برای بررسی عملکرد پاسخگویی دولت ها مبتنی بر روش فراترکیب و برمبنای مطالعه‌ای توصیفیاکتشافی و با رویکردی توسعه‌ایکاربردی ارائه شود. جامعه آماری پژوهش برای سنجش اعتبار محتوایی مدل، شامل مدیران دولتی و خبرگان فعال در حوزه علوم اداری و مدیریت دولتی در کشور می‌باشند. نمونه آماری به روش هدفمند قضاوتی با رویکرد گلوله برفی به تعداد 15 نفر انتخاب شده‌اند. ابزار گردآوری داده‌ها شامل مطالعات عمیق کتابخانه‌ای و پرسشنامه خبره مبنا بوده است. در پایان مبتنی بر روش هفت‌مرحله‌ای فراترکیب، الگوی بررسی عملکرد پاسخگویی دولت ها ارائه گردیده است که شامل اهداف پاسخگویی، مخاطبان پاسخگویی، مراجع پاسخگویی، ابزار پاسخگویی، مولفه ها و ابعاد پاسخگویی می شود.

Recognizing a Comprehensive Pattern for Assessing the Accountability of the Government by Metasynthesis Method

By raising public awareness, the expectation from governments has undergone many changes. In this regard, scientists have proposed different ways to reform the administrative system and make it effective, including the design and implementation of an efficient accountability system. Although in recent years, different theories have been presented on the different models and dimensions of accountability of government, but in these studies, a specific aspect has been presented to provide a government response model. Therefore, in this research, it has been attempted to provide a model for assessing the accountability of governments through a deep examination of various models and dimensions of accountability in past research, using the Metasynthesis method and based on a descriptiveexploratory study with a developmentalapplied approach. The statistical population of the study to evaluate the content validity of the model, consisted of government executives and experts working in the field of administrative sciences and public administration in the country. The statistical sample was selected by purposeful judgment with a snowball sampling approach of 15 people. The data collection tool was a deep library study and a basic expert questionnaire. In the end, based on a sevenstep approach, a model for assessing the accountability of governments is presented which includes accountability goals, accountability audiences, accountability references, accountability tools, components, and accountability dimensions.
