ارائه الگوی الزامات خط‌مشی‌گذاری آینده‌محور برای صنعت نفت ایران

پژوهش حاضر با هدف شناسایی الگوی الزامات خط‌مشی‌گذاری آینده‌محور در صنعت نفت ایران انجام گرفته است. با توجه به عدم توسعه نظری کافی در این زمینه، از روش کیفی و استراتژی نظریه زمینه‌ای بهره گرفته شد و 21 مصاحبه عمیق با طیف متنوعی از خبرگان شاغل در صنعت، مراکز سیاستگذاری خارج از صنعت از جمله در مجلس شورای اسلامی و مرکز پژوهش‌های مجلس و نیز اساتید دانشگاه انجام گرفته است. تحلیل داده‌ها منجر به ظهور 277 کد اولیه، 31  مقوله فرعی و 10 مقوله اصلی و نهایتا نمودار منطقی ارتباط بین مقوله‌ها و 4 گزاره (فرضیه) اصلی گردید. در نتیجه ابعاد و شاخص‌های «خط‌مشی‌گذاری آینده‌محور» و نیز سه دسته الزامات «ساختاری»، «فرایندی» و «محتوایی» به عنوان شرایط لازم آن شناسایی گردید. راهبردهای «ایجاد نظام برآورد تغییر» و «ایجاد نظام واکنش به تغییر» نیز به عنوان راهبردهای پیشبرد خط‌مشی‌گذاری آینده‌محور شناسایی گردید. نهایتا اینکه مشخص گردید دو دسته عوامل زمینه‌ای «زمینه محیط اختصاصی» و «زمینه عمومی» بر خط‌مشی‌گذاری آینده‌محور تاثیر می‌گذارد و اینکه اجرای استراتژی‌ها دو دسته پیامدهای «فردی» و «سازمانی» به دنبال دارد.

Modeling Requirements of FutureOriented Policymaking for Petroleum Industry

Purpose of this study was to identify the futureoriented policymaking requirements in the oil industry using a qualitative method. Grounded theory strategy has been used, given the lack of theoretical development and the necessity of theorizing in this field. 21 indepth interview was conducted with a diverse range of experts with relevant experience from petroleum industry to policy centers out of petroleum industry, including the Islamic Consultative Assembly, the Parliamentary Research Center and as well as academics. Data analysis led to the emergence of 277 initial codes, 31 sub categories and 10 main categories. Finally the logical diagram of the relationship between the categories and four main statements appeared. As a result, dimensions and indicators of futureoriented policymaking, as well as structural, process and content requirements of it were identified that are necessary conditions of futureoriented policymaking. Creating change estimation system and creating response to change signals system were identified as strategies for advancing futureoriented policymaking or its adequate conditions. Two categories of contextual factors was identified, including context of proprietary environment and general context. Implementation of strategies leads to two categories of individual and organizational outcomes.
