احیای علوم سیاسی یا برآمدن سیاست اجتماعی

این نوشتار معرفی و نقدی بر کتاب «احیای علوم سیاسی: گفتاری در پیشه سیاست‌گری» است. کتاب که به گفته نویسنده نه مبتنی بر پژوهش بلکه برخاسته از تاملات نظری و برداشت‌های او است، با توضیح حکمت سیاسی دیرین آغاز شده و با تاکید بر ضرورت احیای برخی از عناصر آن در دانش سیاسی امروز بر رهایی دانش سیاسی از اثبات‌گرایی تاکید دارد. آن‌چه بشیریه، احیای علوم سیاسی در دوره نوینِ خود می‌نامد، من برآمدن سیاست اجتماعی می‌دانم. سیاست اجتماعی با رویکردی انتقادی که دو هدف را دنبال می‌کند: نخست شناخت واقعیت با هدف روشنگری و سپس تغییر اجتماعی و سیاسی با هدف بهزیستی و سعادت است. نوشتار پیش‌رو در 2 بخش تنظیم شده است: در بخش نخست، کتاب به صورت ساختاری و صوری معرفی می‌شود. در بخش دوم، محتوای کتاب بررسی و نقد خواهد شد. در این بخش به طور مشخص نظرات و انتقادات بشیریه به علوم سیاسی در دو سطح بازیابی شده است؛ یکی نقد به روش پژوهش علم سیاست و دیگری نقد بر هدف‌گذاری و کاربست علم سیاست. نکته برجسته در این نقد آن است که آن‌چه بشیریه هدف دانش سیاسی می‌داند با لنز سیاست اجتماعی بازخوانی شده است.

Reviving Political Science or the Emergence of Social Policy

The present writing is a review of the book Ehayaye Olume Siyasi: Goftari dar Pishehye Siasatgari by Hossein Bashiriyeh. This book, which as its writer has pointed out is based on his own theoretical reflections and inferences rather than research, starts with a discussion on ancient political science, and, while highlighting the necessity of reviving some of its elements in today’s political science, stresses that political science should be liberated from positivism. I would rather refer to what Bashiriyeh calls “the revival of political science” in modern times as the emergence of social policy: a social policy with a critical approach that follows the two goals of understanding the reality in order to bring about enlightenment and making social and political changes aimed at wellbeing and prosperity. In the first part of the present writing Bashiriyeh’s book will be introduced both structurally and formally and in the second part the content of the book will be examined and reviewed. In the latter part Bashiriyeh’s ideas and criticism directed at political science will be specifically examined at two levels: his criticism of the research methodology of political science, and his criticism of the aims and applications defined for political science. The important point in the present review is that what Bashiriyeh regards as the purpose of political science has been reread through the lens of social policy.
