فهم نقش‌آفرینی بوروکرات‌های سطح خیابان در تفسیر و اجرای خط‌مشی‌های عمومی: مطالعه قوانین منتخب راهنمایی و رانندگی ایران

پژوهش حاضر به فهم نقش‌آفرینی بوروکراتهای سطح خیابان (افسران پلیس راهنمایی رانندگی) در تفسیر و اجرای خط‌مشی‌های عمومی (قوانین راهنمایی رانندگی) پرداخته است. به همین منظور مطالعات اولیه صورت گرفته و چارچوب نظری تهیه گردید. سپس در قالب فلسفه تفسیرگرایی، بر اساس رهیافت استقرایی، روش کیفی چندگانه (مشاهده و تحلیل مضمون) انتخاب شد و مطالعه موردی چندگانه قوانین منتخب صورت گرفت. داده‌های مورد نیاز برای فهم نقش بوروکرات‌ها از طریق مشاهده و مصاحبه جمع‌آوری شد. پس از تهیه پروتکل مشاهده و مصاحبه، 5 قانون راهنمایی رانندگی که قابلیت مشاهده و بررسی توسط مشاهده گر داشت، انتخاب شد و رفتار 400 افسر پلیس در تهران پس از مشاهده تخلف در 5 قانون منتخب مشاهده شد. تحلیل‌های آماری صورت گرفته نشان داد که بین تخلفات صورت گرفته و متخلفان جریمه شده، اختلاف مشهودی وجود دارد. سپس به مصاحبه با 15 افسر تا رسیدن به اشباع نظری در داده‌ها، پرداخته شد. نتایج مصاحبه‌های صورت گرفته نشان داد که افسران، قوانین را بر اساس هدف، جایگاه قانون، شیوه سیاستگذاری و فشارهای فراقانونی تفسیر می‌کنند و سپس بر اساس ادراک از شرایط که شامل «درک از خود، پلیس بودن، متخلف و شرایط جامعه» است قوانین را اجرا می‌کنند. همچنین مطالعات صورت گرفته نشان داد که اجرای قوانین نیز خود متاثر از شرایط افسر، متخلف، تخلف، سازمان و محیط است.

Understanding the Role of Street Level Bureaucrats in Interpretation and Implementation of Public Policies (Case Study: Traffic Police Officers In Iran)

Traffic Police Officers work as street level bureaucrats to serve public order. Regarding to high volume of traffic violations, it seems that there should be some solutions for organizational reforms that could help develop and strengthen the ability of police officers to implement the policies. The essential data was gathered to understand the role of bureaucrats through observation and interviews. After approving the observation and interviews protocol by research supervisors, five driving laws was chosen and behavior of 400 police officers in Tehran was observed in response to the violation of five selected laws. Statistical analysis has shown that there is a significant difference between violations and offenders penalized. The results of 15 interviews showed that the officers interpreted the rules based on the purpose, the status of law, the policy making process and the extraordinary pressure. Then they interpret policies and rules based on the conditions including selfunderstanding, perception from work, perception from rule breakers, and perception from community conditions. Also, the results have shown that there is a coping behavior between perception and implementation of rules. Finding show the enforcement of laws is also influenced by the circumstances of the officer, the rule breakers, the braking rules, the organization and the environment. In the end, based on the understanding, suggestions were proposed to improve the conditions for the interpretation and enforcement of the law by policymakers, officials and police officers.
