بررسی عوامل بروز تعارض منافع در نمایندگان مجلس شورای اسلامی

تعارض منافع یکی از مهم ترین زمینه های بروز فساد در بین مسئولین و همچنین مختل کننده سیستم تصمیم­گیری براساس ترجیح منافع شخصی به منافع عمومی است. در مجلس شورای اسلامی، برخی از نمایندگان با این موضوع روبرو هستند و در برخی تصمیماتشان ممکن است امیال و اهداف شخصی بر منافع عمومی برتری نسبی پیدا کرده و آن تصمیم را از صحت و بی طرفی دور کند. در این مقاله به بررسی تعارض منافع و انواع آن پرداخته شده و پس از آن با مصاحبه عمیق و نیمه­ساختار یافته با خبرگان با استفاده از روش تحلیل مضامین به دو سوال توجه شده است که آیا تعارض منافع در بین نمایندگان مجلس وجود دارد و درصورت مثبت بودن، عوامل بروز این مشکل چیست. نتایج پژوهش نشان داد که نمایندگان درگیر تعارض منافع هستند و نظام انگیزشی خودمحور، سیستم نظارتی ناکارآمد و طراحی­های نادرست ساختارها وفرایندها به‌عنوان عوامل اصلی بروز تعارض منافع در مجلس شورای اسلامی مطرح است.

The causes of advent of conflict of interest among MPs in Iran

Conflict of interest is one of the most important areas of corruption among authorities, as well as disturbing the decisionmaking system based on the preference of personal interests to the public interest. In the Islamic Consultative Assembly, many delegates are faced with this issue, and in some decisions their personal desires and intentions may overwhelm the public interest and avoid the decision to be honest and impartial. In this paper, we first describe the conflict of interests and its types, and then, with a profound and semistructured interview with experts, the question is addressed whether the conflict of interests in the parliament is present. In the end, the issues of conflicts of interest in the Islamic Consultative Assembly have been addressed and attempts to reelection, inefficient monitoring system and incorrect design of structures and processes have been introduced as the main causes of conflicts of interest in the parliament.
