دستورکارها، جایگزین‌ها و سیاست‌های عمومی؛ روش‌شناسی، امکانات نظری و یافته‌ها

آثار کلاسیک، در هر زمینه علمی، بر پایه دانشی انباشته استوار هستند و به‌واسطه یافته‌های تازه و نوآوری‌هایشان در شمار آثار مهم رشته‌ای خاص قرار می‌گیرند و سبب جریان‌سازی می‌شوند. کتاب دستورکارها، جایگزین‌ها و سیاست‌های عمومی اثر جان کینگدان که نخستین بار در سال 1984 انتشار یافت، یکی از آثار کلاسیک در علوم سیاسی و سیاستگذاری عمومی است. این اثر می‌کوشد منطق فرایند سیاستگذاری را تا پیش از مرحله نهایی تصمیم‌گیری و قانون‌گذاری، یعنی تا جایی که ایده‌ها و طرح‌ها ظهور می‌کنند و دستورکارها و گزینه‌های جایگزین برای اقدام شکل می‌گیرند، توضیح دهد. در اینجا می‌کوشیم شرحی موشکافانه از مبانی روش‌شناختی، امکانات نظری و یافته‌های این اثر داشته باشیم و برآنیم که چنین شرحی می‌تواند بینشی مفید برای پژوهش در زمینه سیاستگذاری عمومی در ایران فراهم سازد.

Methodology, Theory and Findings of Kingdon’s Agenda, Alternatives, and Public Policies

Classic studies, in any academic field are based on accumulated knowledge, and due to their innovations and new findings are among important works of the field, which may also cause new streams in further academic studies. Kingdon’s Agendas, Alternatives and Public Policies, first published in 1984, is one of the classic works in the field of political science and public policy. In this study, it’s been trying to explain the logic of policy process until the final stage of decisionmaking and lawmaking. In other word, it explains the appearance of policy ideas and policy proposals and the formation of agendas and alternative choices. In this paper, we demonstrate a detailed description of the Kingdon’s methodological, theoretical and findings. We believe that such an essay could make a useful insight for policy studies in Iran.
