راهبردهایی برای اقتصاد شیلات ایران

شیلات یکی از مهم‌ترین زیربخش‌های اقتصادی در تامین امنیت غذایی، تجارت، اشتغال‌زایی، کارآفرینی و محرومیت‌زدایی در جهان است. اقتصاد شیلاتی در کنار سایر فعالیت های تجاری رایج در دریاها و مناطق ساحلی، نقش اساسی در توسعه اقتصادی و اجتماعی این مناطق و آب های داخلی داشته و همیشه در اولویت اول توسعه این مناطق بوده است. شناخت کافی از اقتصاد شیلات و آموزش و ترویج ان نقش اساسی در سلامت جامعه و توانمندسازی صادرات کشور خواهد داشت. سرمایه گذاری در این زیر بخش با رشد حدود 4 درصد از حدود 110 میلیارد ریال به 3030 میلیارد ریال در 25 سال گذشته منتهی به سال 1395 رسیده است. بهره برداری تولیدات شیلاتی نیز با یک میلیون و یکصد هزار تن و اشتغالی بالغ بر 223 هزار نفر بطور مستقیم در این دوره هر دو با رشد حدود 5 درصد، امروزه بالغ بر 400 میلیون دلار ارز اوری را به ارمغان اورده اند. صید مسئولانه از دریا و آبزی‌پروری پایدار در نوار ساحلی کشور متضمن استفاده از ظرفیت های بیشتر و تقویت اقتصاد شیلات در ایران است. با راهبردهای این مقاله می‌توان نگاه ویژه ای به برنامه های توسعه دریایی در قالب برنامه های مدیریت یکپارچه مناطق ساحلی و استفاده از توان تجدیدپذیری و ارزش میراثی شیلات داشت.

Strategies for Iranian Fisheries Economics

Fisheries are one of the most important economic subsectors in providing food security, trade, jobs, entrepreneurship and deprivation in the world. Fisheries economy, along with other commercial activities in the seas and coastal regions, play a major role in the economic and social development of these areas and inland waters and have always been the first priority in the development of these areas. Sufficient knowledge of the fisheries economy and its training and promotion will play an essential role in the health of the society and empowerment of the country’s exports. Investments in this subsector have grown by about 4 percent from around 110 billion Rials to 3030 billion Rials in the last 25 years since 1991. The exploitation of fishery products with over one million and 100 thousand tons and direct employment of over 223 thousand people, both growing by about 5 per cent, today, it has brought approximately more than 400 million dollars. Responsible fishing of the sea and sustainable aquaculture in the coastal lines of the country assure utilizing more capacities and strengthening the fisheries economy in Iran. Regarding the strategies of this article, we can look specifically at marine development programs in the form of Integrated Coastal Zone Management programs and the use of renewable power and heritage value of fisheries.
