برنامه های عمل ده ساله سازمان همکاری اسلامی، صلح و امنیت بین المللی

در سال های آغازین قرن حاضر، سازمان همکاری اسلامی در پاسخ به چالش های سیاسی، اقتصادی، فرهنگی و مذهبی موجود در میان امت اسلامی و در روابط با جامعه بین المللی دو برنامه عمل ده ساله تنظیم کرده است تا دولت های عضو به آنها عمل کنند. برنامه عمل اول در سال 2015 پایان یافت و برنامه عمل دوم از 2016 تا  2025 پیش بینی شده است. مقاله حاضر، به هدف بررسی تاثیر دو برنامه عمل ده ساله بر صلح و امنیت بین المللی و منطقه ای به این نتیجه می رسد که این برنامه ها نمود و جلوه ی همگامی سازمان همکاری اسلامی با اهداف و اصول ملل متحد است و می توان آنها را گامی در جهت ایجاد صلح میان دولت های عضو سازمان دانست. اما از منظر صلح منفی و فقدان جنگ، سازمان همکاری در حل بحران های منطقه ای موفق نبوده و حتی زمینه مداخله و نفوذ قدرت های بزرگ را فراهم کرده است. تشدید اختلاف میان دولت های پرنفوذ و موثر این سازمان، به تضعیف بیشترِ آن خواهد انجامید.

Ten Year Programs Actions of the Organization of Islamic Cooperation and International Peace and Security

At the early years of the new millennium, the Organization of Islamic Cooperation (OIC) has ratified two ten programs of action in order to meet political, economic, cultural and religious challenges in the Muslim nation and its relation with the international community. First tenyear program of action (TYPOA) terminated at 2015 and second ten program has been approved for 2016 to 2025. This article aims to present the effect of these two TYPOA of OIC on international and regional peace and security. It concluded that these programs are considered as steps of OIC towards UN purposes and principles and also it can be added as a kind of peace building process in the OIC member states. From the view point of negative peace, OIC not only was not successful to settle regional conflicts, but it prepared the intervention of great powers in the region. Increasing the disputes between more effective Islamic states lead to more weakness of the Organization of Islamic Cooperation
