چالش‌های مشارکت اجتماعی در سازمان‌ها

هدف: چند صباحی است که افزایش مشارکت مردمی در جریان‌های نهادی و سازمانی به موجی گسترده تبدیل شده است. اما آنچه در این موج ناگفته مانده چالش‌های مشارکت است که مردم با اعمال فشار بر اعضای سازمان در پی تحمیل خواسته‌های خود هستند. هدف از پژوهش حاضر واکاوی تجربه‌ معلمان از شیوه‌های اعمال فشار والدین برای تحمیل خواسته‌هایشان بود.روش پژوهش: برای دستیابی به این هدف از رویکرد کیفی و پدیدارشناسی تفسیری استفاده شد. مشارکت‌کنندگان در این پژوهش آن دسته از معلمان مدارس ابتدایی در شهر سمنان بودند که اعمال فشار توسط والدین را تجربه کرده بودند. با استفاده از نمونه‌گیری هدفمند گلوله برفی و با تکیه بر اشباع نظری داده‌ها 16 نفر از آن‌ها به عنوان اعضای نمونه انتخاب شدند. برای گردآوری داده‌ها از مصاحبه‌ نیمه‌ساختاریافته استفاده شد.یافته‌ها: یافته‌های پژوهش حاضر نشان داد والدین برای پیگیری و تعقیب خواسته‌های خود و اعمال فشار بر والدین از تاکتیک‌های ایجاد تنش و درگیری، استفاده از تهدید، شبکه‌سازی، ائتلاف موقت، و ترویج اخبار کذب و شایعه استفاده می‌کنند.نتیجه: این یافته‌ها به صورت ضمنی نشان از آن داشتند که فشارهای مردم برای دخالت در سازکارهای سازمانی فشاری غیرنهادی است که مردم به صورت بی‌سازمان و هرج‌ومرج‌گونه به اعمال فشار بر اعضای سازمان می‌پردازند. ضعف نهادهای مدنی و روایتِ حاکم بر صنعت چاپ، که همواره روایتی به دور از تنش از سازمان‌ها ارائه می‌کند، سبب شده چالش‌های مشارکت نادیده انگاشته شود.

challenges of social participation in organizations

purpose: the increase in people’s participation in institutional and organizational mechanisms has become a popular trend in public administration. at the same time, what is left unsaid in this trend is the challenges of people’s participation, in which they seek to impose their interests by putting pressure on the organization’s members. the present research aimed to explore the teachers’ experiences of exerting parental pressure to impose their interests on teachers in public schools. research method: a qualitative approach and interpretive phenomenology were used to achieve this purpose. the research participants were all teachers in public schools in semnan who had experienced pressure from parents. by using purposeful snowball sampling and relying on theoretical data saturation, sixteen of them were selected as the sample. a semi-structured interview was used to collect data. findings: the findings of the research showed that parents use the tactics of creating tension and conflict, using threats, networking, temporary alliances, and promoting false news and rumors to pursue their interests. conclusion: these findings implicitly indicated that people’s pressure in organizational mechanisms is non-institutional in that they exert pressure on organization members in an unorganized and chaotic manner. the weakness of civil institutions on the one hand and the dominant narrative of academic textbooks, which always presents a narrative far from the tension of organizations on the other hand, has caused to ignore the challenges of participation in research and public policy issues.
