Tutelary Democracyandthe Caseof Turkey

Tutelary started in the last period of ottoman empire with party of union and progress (ġttihat ve terakki) that has managed to maintain its presence in the republic period to the year 1946 as one party system, since 1946 as multi-party system. especially, tutelary institutionalized with 1961 constitution which prepared in the process of 27 may 1960 military coup and has continued to reinforce its presence with the help of constitutional institutions which brought by 1982 constitution. the elite structure secured its presence with military coup when tutelary jeopardized and attempt to legitimize the layout of tutelage and coups through terrorism, violence and economic crisis which occurred before each military coup.
