یاداشت تحلیلی: داده و مدیریت

هر سیستم منابعمصارف آب از زیرسیستم‏‌های متعددی تشکیل شده است. این زیرسیستم‏‌ها تعاملات و بازخوردهای درهم‌‏تنیده و پویایی دارند. انسجام پایایی سیستم‌های منابع آب معمولاً به‌طورطبیعی برقرار است. اما گسترده‌شدن دخالت انسان در یک قرن اخیر، اثرات منفی بر منابع آب داشته و پایایی این سیستم‌ها را دچار مخاطره کرده است. اکنون قواعد حاکم بر برداشت‌ها و مصارف آب نقش مهمی در بقاء منابع آب دارند. درواقع، اثربخشی این قواعد و تبعیت بخش انسانی (مسئولین، آب‌بران و ...) از آن، می‌تواند موجب پایایی سیستم گردد. اما برای اصلاح یک سیستم (رفع کاستی‏‌ها و ارتقاء اثربخشی)، مدیریت نیازمند ارزیابی سیاست‎ها و استراتژی‌های خویش است. لذا، نظام ارزیابی باید طراحی و پیاده‌سازی شود.اما منظور از نظام ارزیابی چیست؟ در این مقاله سعی شده تا ارتباط ارگانیک نظام ارزیابی (از داده تا تصمیم) با مدیریت شرح داده شود. به نظر می‌آید، امروزه در ایران باید بر مفاهیم و اهمیت سنجش و پایش و بیش از آن بر نقش اصولی این داده‌ها در مدیریت، تاکید شود. زیرا برای مدیریت یکپارچه منابع آب، نظام ارزیابی نقشی حیاتی دارد. داده‌‏های اندازه‌‏گیری شده نه تنها بایستی موثق و کافی باشند، بلکه باید متناسب با نیازهای مدیریتی (درسطوح مختلف) باشند. بنابراین این مقاله به موضوعات «توسعه پایا و منابع آب»، «طرح و برنامه پایش منابع و مصارف آب»،«نقش معیارها/نشانگرها/شاخص‏‌ها در نظام ارزیابی»، به عنوان ابزار الزامی در توسعه یک نظام ارزیابی هدفمند برای افزایش توان تصمیم‏‌گیری مدیران در حوزه منابع آب پرداخته است. در این مسیر، مدل مفهومی این نظام ارزیابی برای مدیریت منابعمصارف آب، به اختصار ارائه‌شده‌است.

Data and management

Each water resources system consists of several subsystems.These subsystems have intertwined and dynamic interactions and feedback.The reliability of water resource systems is usually maintained naturally. But the spread of human intervention in the last century has had a negative impact on water resources and jeopardized the reliability of these systems.Rules governing water abstraction and consumption now play an important role in the survival of water resources.In fact,the effectiveness of these rules and the compliance of the human sector(officials,plumbers,etc.)with it,can make the system reliable.But to improve a system(address shortcomings and improve effectiveness),management needs to evaluate its policies and strategies.Therefore, the evaluation system must be designed and implemented.But what is the meaning of evaluation system?This article tries to describe the organic relationship of the evaluation system(from data to decision)with management.It seems that in Iran today,the concepts and importance of measurement and monitoring should be emphasized and more than that,the principled role of this data in management.Because the evaluation system plays a vital role in the integrated management of water resources.The measured data must not only be reliable and sufficient,but also be tailored to management needs (at different levels).Therefore,this article addresses the issues ofsustainable development and water resources,plan and program for monitoring water resources and consumption,the role of criteria/indicators/indicators in the evaluation system,as a necessary tool in developing a purposeful evaluation system to increase The decisionmaking power of managers in the field of water resources has been addressed.In this way,the conceptual model of this evaluation system for water resources management is briefly presented.
