چکیده
|
تجربه پنج دهه اعمال قوانین و برنامههای متعدد کنترل آلودگی بیانگر این واقعیت است که دستیابی به استانداردهای کیفی آب، صرفاً از طریق کنترل منابع نقطهای امکانپذیر نخواهد بود. طراحی برنامههای انتشار با هدف مدیریت منابع غیرنقطهای در کنار منابع نقطهای، میتواند به عنوان راهکاری برای رویارویی با این شرایط مطرح گردد. در این رابطه شناسایی عوامل بروز عدم قطعیتهای موجود در تخمین میزان انتشار آلودگی منابع غیرنقطهای اهمیت فراوانی دارد. رویکرد بازار تجارت مجوزهای تخلیه آلودگی میان منابع نقطهای و غیر نقطهای، و پیادهسازی آن در قالب یک ساختار بازار مناسب، میتواند به عنوان یک ابزار مدیریتی کارا در لحاظ عدم قطعیتهای ذاتی منابع غیر نقطهای، و نیز پوشش کاستیهای قوانین در این بخش، مطرح شود. اختلاف قابل توجه در هزینههای حاشیهای کنترل آلودگی منابع غیر نقطهای با منابع نقطهای، موجبات افزایش جذابیت این بازارها را فراهم میآورد. توجه به نوع مبادله و تعیین بهینه نسبت تجارت نیز عوامل افزایش تمایل به مشارکت در چنین بازارهایی هستند. از طرفی ساختارهای بازار تجارت کیفیت آب، نقش اساسی در شکلگیری مبادلات میان منابع نقطهای و غیر نقطهای دارند. ساختارهای ممکن برای پیادهسازی بازار تجارت کیفیت آب عبارتاند از: بازار بورس، مذاکرات دوجانبه و اتاق تهاتر. بررسی ویژگیهای کلیدی این ساختارها از جنبههای بهرهوری بازار و قابلیت اطمینان کارآمدی زیستمحیطی حاکی از عدم کارایی لازم ساختار بازار بورس در پیادهسازی بازار میان منابع نقطهای و غیر نقطهای است. از سوی دیگر هزینههای تراکنشی و هزینه سرمایهگذاری اولیه به عنوان ویژگیهای اصلی بهرهوری ساختارهای بازار مذاکرات دوجانبه و اتاق تهاتر هستند.

Pollution Discharge Permits Trading; an Effective Solution to the River Basins’ Quality Management

Abstract
|
Drawing upon five decades of experience in applying pollution control laws and programs, achieving water quality standards will never have been possible simply through the control of point sources. Designing discharge plans with the purpose of managing nonpoint sources along with point sources can be a solution to dealing with these conditions. As regards, recognizing the uncertainties in estimation of nonpoint sources pollution considered to be important. The marketbased approach to transfer discharge permits between point and nonpoint sources and implementing it in the form of a proper market structure can be discussed as an efficient management tool in terms of considering inherent uncertainties of nonpoint sources as well as covering the shortcomings of the laws in this regard. These markets attractiveness would be increased due to the remarkable difference in marginal costs of pollution control of nonpoint sources with point. The inclination to participate in such a market can be increased by considering factors including the exchange type and optimized trade ratio. Besides, water quality trading market structures have a major role in the formation of exchanges between point and nonpoint sources. Possible structures to implement these markets include the stock market, bilateral negotiations and clearinghouses. Investigation into the main features of these structures in terms of market productivity and reliability of environmental efficiency indicates the inadequacy of the stock market structure between point and nonpoint sources. On the other hand, transaction costs and initial investments are key characteristics of the productivity of bilateral negotiations and clearinghouse market structures.
