شهر همه شمول؛ رویکردی نوین در برنامه‌ریزی شهری مطالعه موردی: شهر تبریز

شهر همه‌شمول رویکردی نوین به منظور دسترسی به ضرورت‌های مقرون به صرفه(ارزان) مانند مسکن و خدمات و دسترسی به مشاغل و فرصت‌های مناسب(به منظور ایجاد دارایی و ثروت) و همچنین حقوق برابر و مشارکت همه آحاد جامعه شهری است و مستلزم رعایت سه بعد فضایی، اجتماعی و اقتصادی است. هدف این پژوهش بررسی عوامل موثر بر ایجادهمه شمولی شهر تبریز می باشد. روش پژوهش حاضر از نوع توصیفی- تحلیلی است. اطلاعات لازم از بررسی منابع و اسناد فراداست و پرسشنامه محقق ساخته جمع آوری شده است. به منظور تحلیل اطلاعات، از تکنیک تحلیل آثار متقاطع در نرم افزار میک مک استفاده شده است. نتایج پژوهش نشان میدهد که از میان عوامل موردبررسی، 9 عامل توسعه پایدار، مسکن مقرون به صرفه، حکمروایی، بازسازی اقتصادی، اشتغال، برنامه ریزیحمل و نقل، عدالت اجتماعی، مهاجرت و توزیع فرصت ها به عنوان عوامل کلیدی معرفی شدند. همچنین از میان نیروهای پیشران موثر در همه شمولی شهر تبریز، همه شمولی اقتصادی، اجتماعی و فضایی به عنوان پیشران های کلیدی معرفی شدند..

inclusive city; a new approach in urban planning a case study the tabriz city

the inclusive city is a new approach in order to access affordable necessities such as housing and services and access to suitable jobs and opportunities (in order to create assets and wealth) as well as equal rights and participation of all members of the urban society and requires compliance with the three dimensions of space, social and it is economical. the purpose of this research is to investigate the factors affecting the inclusiveness of tabriz city. the present research method is descriptive-analytical. the necessary information has been collected from the review of sources and faradast documents and the questionnaire made by the researcher. in order to analyze the data, the technique of cross-effect analysis has been used in the mic mac software. the results of the research show that among the investigated factors, 9 factors of sustainable development, affordable housing, governance, economic reconstruction, employment, transportation planning, social justice, migration and distribution of opportunities were introduced as key factors. also, economic, social and spatial inclusiveness were introduced as key drivers among the effective driving forces in the inclusiveness of tabriz city.
