تعیین و تشخیص عوامل موثر در طراحی سازمان هوشمند برای مدیریت شهری (مطالعۀ موردی: شهرداری مشهد)

در سال‌های اخیر، پارادایم هوشمندسازی مدیریت شهری به یکی از مقوله‌های اساسی در ادبیات تحقیقی این حوزه تبدیل شده است. این در حالی است که طبق آخرین رده‌بندی در سال 2018، هیچ‌یک از شهرهای ایران در فهرست برترین شهرهای هوشمند جهان قرار ندارند. به همین دلیل، در این پژوهش طراحی مدل سازمان هوشمند برای شهرداری بررسی می‌شود تا راهکارهای اجرایی و عملی آن مشخص و مولفه‌های اثرگذار بر هوشمندسازی تعیین شود. این مطالعه به شیوۀ توصیفی-تحلیلی به انجام رسید. داده‌های مورد نیاز از نمونه‌ای به حجم 400 نفر از کارشناسان و صاحب‌نظران، با استفاده از پرسشنامۀ محقق‌ساخته گردآوری و با روش معادلات ساختاری ارزیابی شد. برای طراحی پرسشنامه، از روش دلفی خبرگان استفاده شد و فرضیات مطرح‌شده در یک ساختار علی با تکنیک حداقل مربعات جزئی pls، تکنیک بوت استراپینگ و غیره آزمون شدند. نتایج نشان داد که برازش کلی مدل مناسب است و با توجه به مقدار بار عاملی به‌دست‌آمده، حکمرانی هوشمند، پویایی هوشمند، زندگی هوشمند، مردم هوشمند، اقتصاد هوشمند و سرانجام محیط هوشمند، به‌ترتیب بیشترین اثر را بر ایجاد سازمان هوشمند برای اداره و مدیریت شهر دارند. استفاده از فناوری شبیه‌سازی روند ارائۀ خدمات و اینترنت موجب افزایش کارایی سازمان‌ها و همچنین افزایش رضایتمندی می‌شود. کاربرد واقعیت مجازی در شکل‌گیری محیط هوشمند با کاهش ریسک همراه است و استفاده از تکنیک‌های سنتی ارائۀ خدمات، کارایی چندانی در دنیای کنونی ندارد.

Determination and Identify Factors Influencing in Designing an Smart Organization Model for Urban Management (Case study: Municipality of Mashhad)

Enhancing energy, creating wealth, and respecting citizenship rights along with streamlining the way people are provided with services depends on the intelligence of organizations. For this reason, in recent years, the urban management intelligence paradigm has become one of the main categories in the research literature in this area, and each group and organization also claims to have applied all or at least a significant part of the process in practice. This is while according to the latest ranking in 2018, none of the cities in Iran is on the list of the world’s best intelligent cities. Consequently, in this study, the design of the intelligent organization model has been examined for the municipality to determine its executive and practical strategies and the components that affect intelligence. This study was conducted in a descriptive and analytical manner in which the required data were collected from a sample of 400 experts and scholars. Finally, the collected data were evaluated using structural equation method and the hypotheses presented in a causal structure were tested with partial least squares or PLS, bootstrapping technique, and so on. The results showed that the overall fit of the model was appropriate and considering the amount of factor load obtained, intelligent governance, intelligent dynamics, intelligent life, intelligent people, intelligent economy, and ultimately, intelligent environment, respectively, have the most effect on establishment of a smart organization to manage the city.
